- Through the HCHV program, VA provides supportive services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The purpose of this solicitation is to obtain offers from Contractors in the Spokane, WA metro area who can provide housing, and supportive services to Homeless Veterans in community-based Contracted Emergency Residential Services (CERS) facilities offering a safe and secure environment that supports their goals for recovery from homelessness. The Contractor will be required to provide a low- barrier therapeutic and rehabilitative milieu and attendant services targeting the underlying factors contributing to homelessness. The Contractor will not be required to provide detoxification or other hospital level treatment. This transitional housing service will need to accommodate an estimated number of Veterans for room and board. Services shall be provided as Veterans stabilize and identifies their next steps. Length of stay will range from 30 to 90 days. A Veteran may be extended for additional time on a case-by-case basis depending on clinically indicated need. This announcement is issued for informational planning purposes only and is not a request for quote or announcement of a solicitation. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The purpose of this market research is to identify capable sources that are both experienced and qualified to provide the required services stated in the Statement of Work (SOW). The contractor shall have all requirements as outline by the SOW. Capability Statement and Documentation: Companies are invited to provide their capabilities, experience, and knowledge in providing Community Based Health Care for Homeless Veterans (HCHV) Services. Sources are asked to provide the following information: 1. Company name, address, website, EUID number, business type, socio-economic status (e.g., SDVOSB, VOSB, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large, business, etc.), and person of contact including telephone number and email address). 2. Indicate and explain your capability of providing this service. 3. Indicate your company size under NAICS 623220. 4. Please indicate any government contracts held including government agency, contract number, dollar value, period of performance, and government contact information. 5. In addition to a Capability Statement which includes the above information, submissions can include, but not limited to, brochures etc. as attachments. Information regarding your company s capacity and capability to provide such services are to be submitted electronically on or before Tuesday, 10/19/2023 prior to 15:00 am (PST) addressed to James Harris, Contract Specialist james.harris13@va.gov.
