STATEMENT OF DUTIES BACKGROUND: USAID/Mozambique manages one of USAID's largest country programs in sub-Saharan Africa. Its employees are organized into offices implementing programs in health, democracy and governance, agriculture, environment, economic growth, and education. Mozambique is considered important to U.S. foreign policy interests on the continent.� In addition to USAID, United States Government (USG) programs in Mozambique are supported across multiple agencies, including Centers for Disease Control (CDC), Department of State, Department of Defense, and Peace Corps.� The scope and innovation of USAID and USG�s program in Mozambique attracts numerous VIP visits and attention, therefore, USAID programs are subject to intense scrutiny by various elements of the US government, by Mozambican government ministries, and by diverse civil society constituencies. USAID/Mozambique�s IHO, with approximately 80 staff, manages one of USAID�S largest health country programs in sub-Saharan Africa, with a total FY 2023 operating budget of approximately $330 million. A key objective of the U.S. Mission in Mozambique is to support the Government of Mozambique (GOM)� in achieving Millennium Development Goals and other health objectives by reducing maternal and child mortality through an integrated package of primary health care services, supporting voluntary use of family planning, supporting treatment expansion for and prevention of HIV/AIDS, improving access to TB treatment services, preventing and treating malaria, and supporting the Global Health Security Agenda (GHSA). To respond to these numerous objectives, USAID/Mozambique�s IHO receives and manages funding for multiple presidential initiatives and priority health interventions, including the President�s Emergency Plan for AIDS Relief (PEPFAR), the President�s Malaria Initiative (PMI), and Feed the Future. Mozambique is a Global Health Initiative Country and focuses on ending preventable child and maternal death (EPCMD) and health systems strengthening.� Improving the collection, analysis, reporting, and use of data linked to the various health interventions is integral to the USG and Mozambique�s Ministry of Health (MOH) in achieving these objectives. BASIC FUNCTION OF THE POSITION The Senior Strategic Information Advisor and Team Leader will serve both the USAID IHO and the USG interagency PEPFAR team by providing technical leadership and assistance to plan, initiate, conduct, evaluate, and coordinate complex health programs in the area of monitoring and evaluation, surveillance, and as necessary, applied evaluation research, to monitor program implementation, document results, and translate data into meaningful policy and program improvement.� The incumbent will play a key role for the USG in developing and enhancing knowledge management systems, data dissemination practices and uses, and expanding USG Mozambique�s capacity to utilize various forms of data to inform and drive implementing partner programs. As a member of the Interagency Strategic Information (SI) Monitoring and Evaluation Team, the incumbent will provide leadership in this field and will supervise seven USAID staff members who are also members of the interagency SI Team, as well as mentor other staff members who are responsible for overseeing USG-funded HIV/AIDS prevention, care and treatment programs.� As HIV programs are integrated with other health activities, the Senior Strategic Information Advisor and Team Leader will also have responsibility for monitoring and evaluation across the entire health portfolio, including maternal and child health, reproductive health and family planning, and malaria and tuberculosis, in addition to HIV/AIDS. This position is the senior monitoring and evaluation specialist in the health sector (health and HIV/AIDS) and therefore deals at the highest levels in terms of overall program results.� The incumbent is expected to engage with PEPFAR�s senior management team as well as the U.S. Embassy and GOM senior officials on all data-related issues, including those that impact policy decisions.� The Senior Strategic Information Advisor and Team Leader plays a critical, cross-cutting role that impacts the direction of the USG Mozambique PEPFAR program, one of the largest globally. MAJOR DUTIES AND RESPONSIBILITIES The Senior Strategic Information Advisor and Team Leader will provide high quality technical assistance to the USAID program, the broader USG program and the GOM.� The Senior Strategic Information Advisor and Team Leader will substantially increase the quality of USG programs as well as transfer skills and best practices to the GOM programs and institutions. The Senior Strategic Information Advisor and Team Leader is USAID/Mozambique�s senior SI focal point, including for the USG PEPFAR team and the Office of U.S. Global AIDS Coordinator (OGAC) and Special Representative for Global Health Diplomacy.� Support will also be provided to the Interagency Strategic Information (monitoring and evaluation) Team as well as to select other Interagency Technical Working Groups.� His/her principal responsibilities include: a. Lead/manage USAID/Mozambique�s Monitoring and Evaluation Program (50% Level of Effort-LOE) The Senior Strategic Information Advisor and Team Leader will manage the monitoring and evaluation component of all USAID-funded health programs including HIV/AIDS prevention, treatment and care programs, and their activities. In addition, the incumbent will provide technical assistance to USG Mozambique staff and Implementing Partner (IP) staff and programs, and will oversee the provision of technical assistance to the GOM. Specifically, the Advisor will: 1) Provide technical assistance and implementation support to USG Mozambique staff and IP programs with a focus on prevention, clinical care and community care, in the development of data dissemination and knowledge management systems to better analyze, track and manage program data. 2) Serve as the lead in designing and implementing USAID�s evaluation portfolio, including the development of program and impact evaluations. Evaluations will range from national-level population to quasi-experimental evaluation designs. 3) Develop and implement ongoing program data tools, analysis systems, and reporting protocols that support establishment of annual targets and corresponding budgets, and evaluate activity component costs and efficiencies, to better monitor, inform and plan current and future implementing partner programs, including all dimensions of the system, from indicator and reporting guidance, data management and processing, to data analysis. 4) Provide IHO leadership and the USG PEPFAR team decision-making information needed to assess where to intensify programming. This information may also need to be communicated by the incumbent to senior GOM counterparts, implementing organizations, and other high-level technical stakeholders. 5) Collaborate with other SI (monitoring and evaluation) team members to develop the data dissemination and knowledge management systems and, where possible, be responsible for ensuring the training in and dissemination of these tools to other USG staff, including members of the various interagency technical working groups. The systems should be developed in such a way as to ensure that the programs remain or become more appropriate to Mozambique and reflect the needs of Mozambicans. 6) Work with USAID and other USG partners to develop and finalize documentation required for USG/Mozambique, including the annual Country Operational Plan (COP), Malaria Operational Plan (MOP), and the quarterly, semi-annual and annual progress reports. 7) Review, analyze and disseminate results from the quarterly, semi-annual and annual PEPFAR reports to enable evidence-based management among Activity Managers, as well as preparation for and conduct of quarterly OGAC reviews conducted during the PEPFAR Oversight and Accountability Results Team (POART) process. 8) Prepare quarterly analytical progress reports and presentations for USAID Senior Management and PEPFAR Senior Management Team as well as the US Embassy. The incumbent is expected to explain how findings generated from data might impact USG or GOM policy. 9) Identify short- and long-term technical assistance required for successful development/implementation of data dissemination and knowledge management systems, when required.� Draft, review and edit scopes of work (SOW) and assist in the identification, planning and processing needed to obtain required assistance. 10) Establish and maintain strong linkages and cross-sectoral work with other teams in the design and oversight of data dissemination and knowledge management systems which have synergistic elements, including, but not limited to, the Program Office of USAID. 11) Perform an instrumental role in the development/implementation/refinement of the USAID IHO Performance Monitoring Plan (PMP). 12) Supervise five monitoring and evaluation specialists, one site monitoring specialist and one strategic information specialist. b. Lead/manage Capacity Building in Performance Monitoring (30% LOE) The Senior Strategic Information Advisor and Team Leader will coordinate with other USG agencies to ensure systematic and consistent technical assistance to the GOM, NGO partners, and USG staff in the areas of data dissemination and knowledge management systems and monitoring and evaluation tools and systems.� Specifically, the Advisor will: 1) Manage the development and implementation of capacity building programs, workshops, and other participatory activities that will serve to broaden knowledge and practice of effective monitoring and evaluation of HIV/AIDS programs and other related health programs at national, sub-national (e.g. provincial), and partner levels. 2) Provide technical expertise, serve as a consultative resource, and make technical presentations for senior level GOM officials upon request and as available. 3) Provide on-going in-house training for USAID staff on monitoring and evaluation. 4) Participate in relevant PEPFAR interagency technical working groups, providing technical expertise on data and knowledge management and other monitoring and evaluation tools and systems related to monitoring and evaluation. 5) Review OGAC monitoring and evaluation frameworks, guidance, and indicators with specific application to PEPFAR/Mozambique. c. Liaise and Coordinate with Key Partners (20% LOE) Specifically, the Advisor will: 1) Build and strengthen relationships with key relevant partner institutions, including the MOH, the National AIDS Council, UN agencies, other bilateral donor partners, and other key national and non-governmental institutions in Mozambique to ensure optimal coordination, alignment, harmonization, and alignment of monitoring and evaluation processes, data dissemination tools and other developed knowledge management systems. 2) Ensure the ongoing use of disseminated program data for USG program planning and develop standard templates for presenting USG strategic information to the GOM and other key stakeholders, and IPs. 3) Provide technical guidance to PEPFAR partners in the assessment, development, implementation, and evaluation of HIV/AIDS data quality initiatives. 4) Provide assistance, in conjunction with the U.S. Embassy and/or USAID Public Affairs Officers, and contribute to the development of press releases, interviews, talking points or other material in preparation for, or as part of, congressional delegations, technical working group reviews or similar such visits. Also assist with the development of site sheets and fact sheets for visitors. POSITION ELEMENTS Supervision Received:� The USAID Operations Division Chief in the Integrated Health Office (IHO) will provide overall supervision to the Senior Strategic Information Advisor and Team Leader.� Supervision Exercised: Supervise five Monitoring and Evaluation Specialists, one Site Monitoring Specialist and one Strategic Information Specialist. Available Guidelines:� Available guidelines establish a broad pattern of operations that requires frequent need to exercise judgment and interpretation and provides an opportunity for initiative and innovation.� Relevant guidelines include the USAID Automated Directives System (ADS), PEPFAR guidelines, Country Operational Plans, Mission Orders, and other directives. Exercise of Judgment: A high degree of judgment will be required to provide guidance and assistance to a wide variety of high-level professionals in PEPFAR Mozambique and the USAID mission. As a recognized expert and highly qualified professional, substantial reliance will be placed on the incumbent to independently plan, prioritize, and carry out specific activities to fulfill major duties and responsibilities.� The incumbent will be expected to resolve problems that arise by determining the approaches to be taken and methodologies to be used, making independent judgments that can be defended, as necessary. Authority to Make Commitments: As a personal services contractor, the incumbent cannot make financial commitments on behalf of the U.S. Government.� Nature, Level and Purpose of Contacts: The incumbent will maintain contacts and work with USAID staff in Mozambique, with considerable interaction with USAID/Washington Office of HIV & AIDS, USAID/Washington Global Health Bureau, USAID/Washington Africa Bureau, and Office of the Global AIDS Coordinator staff to provide policy and procedural guidance and to obtain information relative to programs and activities.� The incumbent will also advise and collaborate with a wide range of senior management and technical counterparts within the GRM, implementing partners, and other development partners. Support Items: The incumbent will be provided with office space, equipment, and supplies. Travel Requirements: �The incumbent may be required to travel throughout Mozambique. 12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands. II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION A. EDUCATION:� Master�s degree in an appropriate social science or public health discipline or other related field in which quantitative analysis and measurement for public health outcomes are emphasized, is required. B.� PRIOR WORK EXPERIENCE:� At least ten years of relevant professional experience in program design and implementation with a focus on monitoring and evaluation of which five years are monitoring and evaluation experience in PEPFAR supported projects; five years mid to senior-level public health experience in the management and development of monitoring and evaluation and/or large scale surveys of HIV/AIDS prevention, treatment, or care programs; five years of management and supervisory experience as well as experience working within an international context, is required. C.� JOB KNOWLEDGE:� Sound knowledge of the main technical and substantive issues related to program/project development with a focus on HIV/AIDS prevention, and care and treatment in sub-Saharan Africa, and other public health areas. Good understanding of African social, cultural, and political contexts. D. LANGUAGE PROFICIENCY:� Level IV (fluent) writing, reading, speaking in English and basic working proficiency in a romance language, preferably Portuguese. E. SKILLS AND ABILITIES:� Proven ability to work collaboratively in a team environment and to proactively build consensus. Ability in dealing effectively and diplomatically with multiple U.S. and host country government agencies, non-governmental organizations and the private sector. Demonstrated computer skills in Microsoft Office, MS Excel spreadsheets, pivot tables, and web-based data application systems. III. EVALUATION AND SELECTION FACTORS The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The following evaluation factors are established: Education (0 points):�� Master�s degree in public health, social sciences, statistics, medicine, public health policy, epidemiology, demography, behavioral science or other related field. Prior Work Experience (35 points):� Proven track record in public health, with a minimum of ten years of progressively responsible professional experience in program design and implementation with a focus on monitoring and evaluation.� Minimum of five years of monitoring and evaluation experience in PEPFAR supported projects. Five years of mid to senior-level public health experience in the management and development of monitoring and evaluation and/or large scale surveys of HIV/AIDS prevention, treatment, or care programs are required. Five years of management and supervisory experience. Previous experience working within an international context. Job Knowledge (30 points): Sound knowledge of the main technical and substantive issues related to program/project development as well as monitoring and evaluation with a focus on the entire health portfolio, including maternal and child health, reproductive health and family planning, malaria, tuberculosis, care and treatment and HIV/AIDS, in sub-Saharan Africa. Good understanding of African social, cultural and political contexts. Skills and Abilities (25 points):�� Demonstrated ability in dealing effectively and diplomatically with customers from a variety of organizations, e.g. public sector and the private sector.� Demonstrated ability to work within a team framework and positive interpersonal skills. Ability to work independently with minimal supervision. Demonstrated ability to analyze data and produce well-written reports and presentations using Word, Excel, and PowerPoint. Highly knowledgeable on how to work with MS Excel spreadsheets, pivot tables, and web-based data application systems. Language Skills (10 points): Level 4 (Fluent) writing, reading, speaking in English is required.� Basic working proficiency in a romance language, preferably Portuguese. Maximum Points:����������������� 100 points Per this scoring, prior work experience is the most important factor, followed by job knowledge, skills and abilities, language proficiency and education. Professional references will be conducted for the top ranked offeror and will be utilized to supplement the selection committee�s recommendation to the Contracting Officer to offer the position to the top ranked offeror. USAID/Mozambique reserves the right to solicit references from other sources as deemed appropriate for relevant information concerning performance and may consider such information in its evaluation. The selection committee will conduct interviews with all offerors in the competitive range and provide the final rating and ranking of the offerors based on professional references, academic credentials and interview performance. ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021)-Alternate 70 (OCT 2021) (M/OAA-DEV-FAR-22-01c) (a) Definition.
