- The U.S. Nuclear Regulatory Commission (NRC) is issuing a pre-solicitation notice for a requirement entitled, �TECHNICAL SUPPORT OF DESIGN ENGINEERING INSPECTIONS.� The NRC intends to issue an Indefinite Delivery/Indefinite Quantity contract for providing continued expert technical assistance to support conducting inspections for the purposes of evaluating the design and operation of nuclear power reactor plants. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support NRC Design Engineering Inspections. In accordance with the baseline inspection portion of the Reactor Oversight Process (ROP), the NRC inspects the design and operation of nuclear power reactor plants. Design inspections are the primary inspection under this contract. They verify that design bases have been correctly implemented for the selected risk-significant components and that operating procedures and operator actions are consistent with design and licensing bases. This ensures that selected components are capable of performing their safety functions. The period of performance will be a base period of two years, with the option to extend the period three additional one-year periods, for a total of five years. The North American Industry Classification System (NAICS) code for the services required is 541690 for �Other Scientific and Technical Consulting Services.� The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $19M. Request for Proposal (RFP) No. 31310023R0117 will be posted on, or about, October 26, 2023 as small business set aside. Closing date for receipt of proposals will be on, or about, November 27, 2023. RFP No. 31310023R0117 will be distributed solely through www.sam.gov. All future information about this acquisition, including solicitation amendments will also be distributed solely through www.sam.gov . Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity.
