- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price �order under the authority of 41 U.S.C. 3304(a)(1), as implemented by 13.106-1(b)(2)� - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals.� The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with Xpect Solutions, Inc. 11350 Random Hills Road, Suite 800, Fairfax, Virginia 22030. �� The Office of Biodefense Research and Surety (OBRS) has an integrated, enterprise electronic security management system providing COTS card access/entry control, visitor management and integrated video imaging/badging in conjunction with security alarm monitoring and control (intrusion detection), and Closed-Circuit Television (CCTV) with alarm call-up and digital video recording in a single system platform. The system is Federal Identity, Credential, and Access Management (FICAM) compliant and provides a high measure of safety and security to personnel and property as well as safeguards information as part of this agency�s statutory responsibilities. Since the current system is not to be replaced, NIAID requires follow-on services with maintenance support of existing systems and components. This acquisition is a follow-on for Security and Emergency Preparedness Maintenance services for systems utilized by NIAID Office of Biodefense Research and Surety (OBRS), Surety and Preparedness Coordination Branch, including access control systems (ACS), video imaging systems, closed circuit television (CCTV), various security detection and initiating devices, and perimeter detection, among others. �This acquisition is to maintain these systems and overall physical security infrastructure, which together provide critical support to numerous NIAID-wide campus customers.� These maintenance and installation services require onsite coordination and tie in to the existing NIAID campus security network management systems, requiring a high level of technical expertise/skill sets, such as Certified System Engineer ICAM PACS (CSEIP) certification. NIAID requires the procurement of Xpect Solutions services to continue to provide security and emergency preparedness maintenance for a 4-month period. ��These services will be procured through GSA under Multiple Award Schedule (MAS) Special Item Number (SIN) 541330SEC � Security System Integration, Design, Management, and Life Cycle Support Services, with Other Direct Costs (ODCs) procured via the open market. ODCs are required to support this requirement as various components/products will be required for the vendor to perform maintenance and repair services on these NIAID systems. �Examples of potential ODCs: locks, cameras, switches, modules, security panels, power supplies, card readers, and other components/parts of NIAID systems. Period of Performance: November 1, 2023 � March 1, 2024. Place of Performance: Multiple NIAID buildings across six Maryland locations. The North American Industry Classification (NAICS) �for this acquisition is 541330� Engineering Services, which has a size standard of $25.5 million. Xpect Solutions, Inc. is an SBA Certified Small Disadvantaged business. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. �The Government plans to award a contract for this requirement within 20 days of this notice. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. �The Government understands that Xpect Solutions is the only vendor who can provide the requested products for NIAID. �However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact within 15 days after publication of this notice. �Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. �A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. �Interested parties may identify their interest and capability to respond to the requirement or submit offers on NOI-NIAID-24-2182331. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. �The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. �Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. �Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
