Description
This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR Part 15 in response to the mandatory requirement for 15-day notification. This notice of intent to sole source is provided to advise that the Government intends to solicit and negotiate a Sole Source, time and materials, indefinite delivery, indefinite quantity (IDIQ) vehicle to only one source, CACI Federal, Inc. This sole source IDIQ will serve as a bridge until the Government is able to recompete this requirement. This contract action is for IT services for which the Government intends to solicit and negotiate with only source under the authority of FAR 6.302 and 41 U.S.C. 3304. The IDIQ bridge contract will continue critical services in the migration of the Department of Interior's (DOI) Financial and Business Management System (FBMS) to a new in-memory database solution. FBMS's migration is the most critical deployment to date scheduled in October/November 2024. SAP Enterprise Resource Planning (ERP) is the software platform currently utilized for FBMS financials. SAP is requiring its customers to migrate to its new SAP S4HANA platform by 2027 to continue SAP licensing and software maintenance support. Migrating all SAP ERP modules (i.e., ECC, BI, BOBJ, BPC, PI, GRC, Enterprise Portal, etc.) to SAP S4HANA, the new in-memory database solution supported by SAP, is the largest system effort since FBMS�s initial deployment with DOI�s nine bureaus and Departmental Offices that was completed in 2013. It is critical that DOI maintain services from its current vendor, CACI, that supports FBMS operations during the S4HANA deployment and stabilization on the new platform. To ensure the platform is fully stabilized before FBMS's first major release on S4HANA, DOI expects its first major S4HANA release to be one year after the deployment to the S4HANA platform. Maintaining support services through CACI during this critical migration period is necessary to ensure continuity for FBMS maintenance and operations, production support, technical support and project management support. DOI relies heavily on the contractor's support to carry out its mission in support of the greater enterprise-wide DOI mission. Changing contractor support at this critical time would be a detriment to FBMS operations and the necessary migration schedule, putting the entire support of FBMS at risk. Period of Performance - The base period of performance is 12-months from the date of award with two 12-month option periods. Estimated dates are: Base Period: August 01, 2024 through July 31, 2025 Option Period 1: August 01, 2025 through July 31, 2026 Option Period 2: August 01, 2026 through July 31, 2027 Place of Performance - The BIO is located primarily in two cities: Reston, VA and Lakewood, CO. Current DOI project staff is split approximately 50/50 between Reston and Lakewood. In Reston, the BIO is located at the USGS campus at 12201 Sunrise Valley Drive. The Lakewood space is at the Denver Federal Center, Building 810. It is expected that the contractor staff be physically located at these two locations. Exceptions may be made on an individual basis. The requirement for Bureau FBMS support may require work to be performed outside the Denver and Reston locations, at the Bureau location to be determined at the point of order. Requirements - The Draft IDIQ PWS is attached. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required IT services, including migration support, operations, maintenance, new development, reporting and training of FBMS by bureau and Departmental offices. Capability statements should not exceed 25 pages using font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source bridge IDIQ. The Government will not pay for information submitted. The closing date for challenges is no later than 4pm ET on October 27, 2023.
