- Market Research and Sources Sought Notice for information on capability and availability of potential contractors interested in proposing on a Firm Fixed Price Contract for the Fabrication and Delivery of Demopolis Lock Lower Miter Gates and Spare Parts, Black Warrior-Tombigbee (BWT) Project Office, Tuscaloosa, AL. The scope of the work will consist of the Contractor furnishing all supervision, labor, materials, and equipment to fabricate, paint, and deliver the miter gates and parts in accordance with plans and specifications. The set of miter gates contains two leaves.� The Demopolis lower miter gates are approximately 60 feet tall and 62 feet wide weighing a total of approximately 475,000 lbs.� The Contractor will be required to deliver the gates by barge to Demopolis Lock.� The Contractor will also be required to take ownership of the old gates and haul them off by barge at the time of delivery of the new gates.� The Government will offload the new gates and load the old gates onto the Contractor�s barges.� This is a Market Research and Sources Sought Notice only. There is no solicitation available at this time; therefore, do not request a copy of the solicitation.� If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements.� It is the contractor�s responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract.� Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice.� The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Large Business, Small Business, HUBZone, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. �The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 332312, the small business size standard for which is 500 employees. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor�s name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Large Business, Small Business, HUBZone, Section 8(a) contractor, Service-Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on first page of submission. 3. Contractor shall identify the percentage of supply provided in the commercial marketplace and the percentage of supply provided to government agencies. 4. Documentation should be submitted with the following considerations: a. Describe your capability, to include cutting, welding, machining, forging, casting and handling large components, and your experience to follow plans and specifications to fabricate, paint, crate, and deliver lower miter gates. b. It is anticipated that there will be two (2) Bid Schedules, one for a 28-month completion (preferred) and one for 40-month completion. The solicitation is likely to require bidding on both Bid Schedules. Will this affect your interest in bidding? If so, please explain. c. Describe your capability to meet both delivery schedules and include an explanation if you are not able to meet both delivery schedules. d. Describe any significant factors that may affect pricing and what would be a reasonable time period for which your prices can be held firm. � e. Describe how the inclusion of FAR clause 52.216-4 Economic Price Adjustment-Labor and Material would affect your proposal prices, positive effects and negative effects.� Do you anticipate bidding, regardless of the clause being included? The above requested information shall not exceed a total of five (5) pages in 8.5"" x 11"" format (Times New Roman, 12 point, single-spaced, 1� margins).� Please do not provide standard marketing brochures or catalogs.� Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 20 October 2023, 2:00 p.m. CDT.� Responses received after this date and time may not be reviewed.
