Position Title:� Police Advisor (PA) Location: U.S. Embassy Lima, Peru Salary Level: FS-02 - $95,225 - $139,841 (Equivalent GS-14) Period of performance: The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. Submittals must be in accordance with the attached information at the place and time specified. The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS).� INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.� � The purpose of the personal service contract (PSC) is to provide a Police Advisor (PA) to the INL Section at the U.S. Embassy in Lima, Peru.� The Police Advisor will be the principal expert, policy advisor, and coordinator on law enforcement matters for INL that support police institutional development and professionalization activities in Peru.� The Police Advisor is responsible for program management services to design, plan, implement, monitor, and evaluate police program projects and provides assistance, advice, and training.� The Police Advisor serves as INL Lima�s principal advisor on Law Enforcement matters as INL Lima partners with the Peruvian National Police (PNP) to help strengthen the institution.� �� DUTIES & RESPONSIBILITIES�� Under the direct supervision of the INL Deputy Director, the Police Advisor will perform the following duties: Serves as INL police project advisor to plan, design, and implement activities to develop the institutional capacity of the PNP, meeting regularly with high-level PNP officials, civil society, and local communities to discuss program direction and activities.� Develops program goals, objectives, budgets, and indicators to evaluate performance.� Manages program operations and monitors regularly to ensure program objectives are achieved.� Assists the INL Director and INL Deputy Director in analyzing and evaluating assistance programs' planning, design, and implementation. Informs the INL Director and INL Deputy Director of developments and provides recommendations for the PNP, including efforts to bolster law enforcement capacity, enhance citizen security, and disrupt illicit trafficking.� Supervises three (3) locally employed staff members (LES): one (1) Program Specialist and two (2) Program Assistants. Advises PNP on training and development and institution building opportunities.� Conducts regular liaison meetings with PNP training officers to develop an annual training plan, approves requests for assistance, ensures proper use of INL training funds, and monitors training effectiveness.� Establishes an annual training budget for police training with regional partners and at U.S. civilian and military institutions and recommends to PNP officials appropriate training courses.�� Prepares periodic reports and cables on significant law enforcement and security issues in Peru, providing analytical information on subjects such as doctrine and institutional development, changes in drug trafficking patterns, essential developments in police capacity, and future policy recommendations.� Evaluates requests from the PNP for USG support and recommends a course of action.� Works with the INL Management Officer to define annual and ongoing procurement requirements for project-supported national police activities.� Prepares and presents briefings to USG, Government of Peru (GOP), and third-country government officials concerning law enforcement in Peru.� Coordinates with other USG agencies, GOP officials, and international partners.� Works with the INL Management Officer and INL Finance to devise and monitor annual budgets to meet project goals and objectives.�� Performs periodic end-use monitoring and coordinates closely with the INL Logistics section.� Provides INL Logistics with current, accurate information regarding the status and location of items donated by INL to the GOP.��� Monitors and reviews project performance against support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance.�� Performs continuing evaluations of progress towards meeting program objectives to provide early notification of potential problem areas.�� When required, performs the role of Duty Officer. Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE AND TRAVEL REQUIREMENTS The place of performance for this position is the US Embassy Lima, Peru.� Frequent travel throughout Peru is required, including high-risk areas.� The Advisor frequently travels to the field for meetings, conferences, activity reviews, field inspections, and program evaluations.� Some field sites are in areas that have been declared hazardous duty locations by the Department of State due to the hostile activities of narco-traffickers. RELATIONSHIPS The Police Advisor will report directly INL Deputy Director.� The Police Advisor supervises three (3) LES employees. The Contract Administrator shall be the INL Contracting Officer in Washington.� In no instance shall the INL Deputy Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions.� The Contracting Officer must authorize such changes in writing. The INL Deputy Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves developing detailed plans, goals, and objectives for the long-range implementation and administration of the program and/or setting criteria for evaluating the effectiveness of the program.� The job holder coordinates projects with various other groups, including international donors, the U.S. Embassy, and the Government of Peru. Assigned projects require dynamic leadership, expertise, complex innovation, strict adherence to high-level policy without lower-level interpretive assistance, and the ability to resolve critical problems and achieve challenging goals that may impact other programs.� The goals are broad in scope and complicated by many complex, technical, administrative, or political features. Position assignments involve organizations, operations, and functions of significant complexity with interrelated USG and GOP programs in an international environment.� Adaptability and flexibility are indispensable.� The Police Advisor may be required to initiate new or substantially modified methods and procedures, resulting in significant program changes. SCOPE & EFFECTIVENESS Relevant guidelines include USG, Department of State Acquisition Regulations, and accepted legal principles and theories.� In addition, the Advisor must be able to determine the application of basic administrative policy statements concerning relevant issues.� The Advisor must also consider and adhere to various other existing federal regulations and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies.� PERIOD OF PERFORMANCE This contract's performance period is twelve (12) months from the award date, with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Bachelor's degree from an accredited U.S. institution AND ten (10) years related experience in law enforcement or citizen security, or a high school degree with fifteen (15) years of related experience. Five (5) years of experience designing and managing bilateral or multilateral criminal justice and security assistance programs in Latin America, including assessment, monitoring, and evaluation. Demonstrated experience drafting related reports/documents, annual budgets, and strategic plan submissions. Demonstrated ability to read, write and speak Spanish at the professionally proficient level. Proven ability to work effectively with host-nation counterparts, departments, and ministries in Latin America to further program objectives. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished office Police Advisor a computer, an office telephone, and other supplies needed for job requirements.� This property will be owned and maintained by the Department of State. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Evaluation Criteria � Factor 1: Work Experience ������ ����������� ����������� ����������� ����������� ������������ �(30 Points) Demonstrated work experience in managing complex projects, including determining and validating requirements, implementing progress on projects, and reporting on police professionalization and counternarcotic issues. Factor 2: Program Experience ������������� ����������� ����������� ����������� ����������� (10 points) Demonstrated experience in preparing budgets, advance acquisition plans (AAP), statements of work (SOW), procurement orders, purchase requests, and sole-source justification waiver requests. Factor 3: Management & Communication Experience ���������� ����������� (30 points)� Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain, and defend determinations and requirements concerning conformance to applicable laws, policies, and other regulatory guidelines; and advise program officials.� BASIS OF RATING: Offerors who meet the Education/Experience Requirements will be further evaluated based on scoring the Evaluation Factor responses.� Offerors must address each Evaluation Factor in a separate document describing specifically and accurately what experience, training, education, and awards they have received that are relevant to each factor.� Failure to specifically address the Evaluation Factors may result in your not receiving credit for all your pertinent experience, education, training, and awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($95,225 - $139,841 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
