- Subject:� Request for Proposals (RFP) 72069623R00002, USAID/Rwanda Trade Facilitation Activity (RTFA) Amendment #1 The United States Agency for International Development�s Mission in Rwanda (�USAID/Rwanda�) is seeking proposals from qualified organizations interested in providing the services described in Section C of this RFP. USAID/Rwanda anticipates awarding a cost-plus fixed fee (CPFF) completion type contract to implement the USAID/Rwanda Trade Facilitation Activity (RTFA) for a period of performance of (4) four years. The total estimated cost not to exceed $5 million subject to the availability of funds. This Amendment #01 incorporates the responses to questions generated from the original solicitation posted on September 20, 2023. All revisions are hereby incorporated in the RFP and are highlighted yellow. In accordance with FAR Part 19.5, this acquisition is a total small business aside for the U.S. Small Businesses only. Teaming arrangements that include local partners are encouraged in order to adequately provide the expertise required for the implementation of an integrated program.� Offerors should read the entire solicitation, which includes all pertinent technical sections and the terms, conditions and instructions required. Special attention should be paid on Section L, �Instructions to Offerors.� and Section M, �Evaluation Factors.� Sections B through I of the solicitation and Attachment J will become a substantive part of the anticipated contract with blanks to be completed by the Contracting Officer upon award. Section K - Representations, Certifications, and Acknowledgements must be filled out in full. USAID/ Rwanda also encourages offerors to become aware of the prohibitions associated with Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019, effective September 7, 2023, prohibits executive agencies from entering into, or extending or renewing, a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. USAID/Rwanda will not evaluate non-responsive, incomplete, or technically unacceptable offers. Please note that USAID/Rwanda will find offers technically unacceptable if they fail to comply with or fully respond to the material terms of this RFP. Offerors must comply with FAR � 52.204-7, System for Award Management, and adhere to the requirements set forth in Section K, �Representations, Certifications, and Other Statements of Offerors.� Prior to the submission of proposals, any amendments to this solicitation will be made available through the Government port of entry at http://beta.sam.gov. It is the offeror�s responsibility to check this site periodically for official updates and amendments to the solicitation. If the proposal is received after the closing date and time, or if it is incomplete, it will not be accepted nor considered unless authorized by the Contracting Officer pursuant to FAR 15.208. This RFP in no way obligates USAID/Rwanda to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals. Furthermore, USAID reserves the right to reject any and/or all offers if such action is considered to be in the best interest of the Government.
