Description

The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for Safety and Mission Assurance Services (SMAS) III. The principal purpose of this requirement is to support the Safety and Mission Assurance (SMA) Directorate�s (Code 300) objective of reducing the risk of exploring Earth and Space by providing a highly respected SMA workforce, who continuously characterizes risk, judiciously applies requirements, and conveys lessons learned to achieve 100% mission success.� Specifically, this acquisition will provide safety and mission assurance services, independent surveillance, audit, review and assessment of design, development, test and mission operations activities on-site and at supplier facilities for the SMA Directorate who is responsible for providing support to GSFC projects. This includes management of institutional risk related to project operations. The place of performance for SMAS III will be at NASA GSFC/Wallops, contractor facilities and other locations as specified in individual task orders.� It is anticipated that the subject contract will be a Cost Plus Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ), Single-Award contract with a five-year ordering period, with a potential additional 6 months per FAR Clause 52.217-8, Option to Extend Services. The maximum ordering value will be $226M. This procurement will be a total small business set-aside.� The anticipated release of the Draft RFP is between late October and early November 2023; and the anticipated release of the Final RFP is January 2024. A hybrid (in-person/virtual) Industry Day will be held after the release of the Draft RFP, anticipated for November 2023.� All qualified responsible sources may submit an offer which shall be considered by the agency.� Once the Draft RFP is issued, industry will be requested to submit questions in writing by the date specified in the Draft RFP. �The Government will not accept proposals in response to the DRFP. �The Government anticipates issuing a modification to this synopsis when the DRFP and RFP become available. This synopsis shall serve as the pre-solicitation notice for the Draft RFP as well as the Final RFP. The solicitation and any documents related to this procurement will be available over the Internet.� An electronic library will be made available for this procurement. Information for access will be forthcoming in a future amendment to the synopsis. The NAICS Code and Size Standard are 541715 and 1,000 employees respectively. NASA Clause 1852.215-84, Ombudsman, is applicable.
