- Sources Sought: All Businesses - Under North American Industry Classification System (NAICS) Code 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. Background Marine Corps Systems Command (MARCORSYSCOM), in support of the Program Manager Supply & Maintenance Systems (SMS), is seeking information from industry in regard to a capability requirements change for the Circuit Card Assembly Test Station (CCATS). The requirement for a Miniature/Microminiature (2M) automated CCATS evolved from a need to support Field Level maintenance of electronic equipment in order to reduce costs of maintenance and sustainment and improve readiness levels of supported weapon systems (while maintaining Marine Corps organic capabilities). The current CCATS is used to collect data by measuring electronic parameters of electronic components using manual methods. Advancements in software and robotic technology allow for improved standardized data collection, inspection, and testing. Automated methods of data collection (using electronic and optical measuring techniques to measure electrical parameters using test equipment) will standardize data collection to a higher degree of accuracy and provide greater capacity. Description Data collection using robotics with Artificial Intelligence (AI) and Machine Learning (ML) capabilities simultaneously uses electronic, optical, and mechanical automated measuring techniques that are controlled by a computer to gather, digitize, and store data for comparative testing, display, and/or transfer. Robotic data collection reduces testing variations and dramatically increases speed and precision ? resulting in increased maintenance throughput capacity. The focus of this Request for Information (RFI) is to query industry for a Commercial Off-the-Shelf Advanced Circuit Card Automated Tester (ACCAT) flying probe test systems solution with AI/ML capabilities. The ACCAT must be able to test digital and analog circuits and possess a software Graphical User Interface (GUI). It must be able to leverage the pre-existing digital library of current circuit card �gold disk� data, program storage, and collect data. The ACCAT must be able to leverage the Joint Test Action Group (JTAG), Boundary Scans, and Inter-Integrated-Circuit (I2C)/Serial Peripheral Interface (SPI) serial reprogramming. The ACCAT�s robotic probes shall provide Analog Signature Analysis (ASA) utilizing very low-power electronic signals to unpowered Unit Under Test (UUT) circuitry to energize discrete components to develop a predicable characteristic sine waveform. The ACCAT solution must be able to integrate into existing Marine Corps facilities, expeditionary shelters, and Navy L-Class ship workspaces. The ACCAT will be incorporated into an existing maintenance configuration that will support testing of current and future circuit card assemblies of various circuit cards of Line Replaceable Units, Shop Replaceable Units, weapon systems, radios, and power systems. The ACCAT must meet the performance requirements (provided below) and is expected to provide an instrumentation capability controllable via Standard Commands for Programmable Instruments (SCPI) commands sent from a new Windows 11 controller. Performance Requirements 1.1Capture: The ACCAT shall capture location of electronic components on a printed circuit board and measure/capture electronic signatures and values of components. 1.2Compare: The ACCAT shall compare measured and captured electronic signatures against standardized known-good tolerance values of similar electronic modules.� 1.3 Digitize: The ACCAT shall digitize signatures of components for reference in the test of similar CCAs and Electronic Modules. 1.4 Store: The ACCAT shall store electronic values and signatures of known good components; store test result data for each UUT for historical purposes; store pertinent electronic component packaging/form-factor data; and store component�s manufacturer electrical values and part numbers for reference in the test of similar CCAs and Electronic Modules. 1.5 Measure: The ACCAT shall perform testing using Inductance-Resistance measurements induced from the following variable source settings: 1.5.1 Frequency - 40 frequencies: 20Hz to 190Hz in 10Hz steps; 200Hz to 1.9kHz in 100Hz steps; 2kHz to 5kHz in 1kHz steps or better. 1.5.2 Voltage - 24 voltages: 200mV, 400mV, 600mV, 800mV, 1V to 20V in 1V steps including 10V (Low), 15V (Med 1), 20V (Med 2) or better. 1.5.3 Current - 16 resistances: 10O, 20O, 50O, 100O, 200O, 500O, 1kO, 2kO, 5kO, 10kO, 20kO, 50kO, 100kO, 54O (Low), 1.2kO (Med 1), 26.7kO (Med 2) or better. 1.6 Develop: The ACCAT shall be capable of developing tailored testing routines for CCAs which can be automated. 1.7 Transfer: The ACCAT shall be capable of transferring custom test routines for CCAs from one ACCAT to another. The ACCAT shall be capable of transferring test reports in excel and PDF formats. 1.8 Store: The ACCAT shall be capable of storing saved electronic values and signatures as: 1.8.1 Gold Disk: Gold Disk routines on CD/DVDROMs for distribution to other troubleshooting facilities upon verification by Gold Disk program. 1.8.2 Silver Disk: Silver Disk routines on CD/DVDROMs for distribution to other troubleshooting facilities upon verification by Silver Disk program. 1.9 Power: The ACCAT and all of its components shall operate on a nominal 120 VAC @ 60 Hz. 1.10 Operational Dimensions: The ACCAT shall be fully operational from the benchtop of the Internal Appointment Module (IAM), 27� X 45�, that resides in the Communication Electronics Equipment Maintenance Complex (CEEMC) shelter. 1.11 Non-Energized and Energized CCAs: The ACCAT shall be capable of testing non-energized and energized CCAs. 1.12 Hardware: 1.12.1 Laptop. 1.12.1.1 Central Processing Unit (CPU): 2.9 Gigahertz (GHz) or faster with six or more cores capable of six or more threads on a compatible 64-bit processor. 1.12.1.2 Graphics Processing Unit (GPU): Compatible with DirectX 12 or later with WDDM 2.0 Video Output: HDMI Base Clock: 1515 Megahertz (MHz) Boost Clock: 1710 MHz Memory Clock: 1750 MHz, 14 Gigabits per second (Gbps) effective Pixel Rate: 109.4 GPixel/s Texture Rate: 314.6 GTexel/s FP16 (half) performance: 20.14 TFLOPS (2:1) FP32 (float) performance: 10.07 TFLOPS FP64 (double) performance: 314.6 GFLOPS (1:32) Memory Size: 8 GB Memory Type: GDDR6 Screen Size: 17� 1.12.1.3 Random Access Memory: 16 GB DDR3 1866 MT/s; expandable to minimum of 32 GB. 1.12.1.4 Storage Drive: Capacity. The controller shall include a Solid State Drive (SSD) Hard Drive that is no less than 1 Terabyte (TB). Removable. The controller Hard Drive shall be removable from the controller using common tools available in standard issue Marine Corps sets, chests, and kits. Hard Drive Interface. The controller Hard Drive interface (e.g., Serial Advanced Technology Attachment [SATA] III) shall support data transfer rates of at least 4.8 GB per second. The Hard Drive solution is NOT required to meet/use OPAL specifications as full disk encryption will be a software based solution provided by the Government. The vendor is NOT responsible for providing encryption software. 1.12.1.5 Trusted Platform Module: Contain a Trusted Platform Module (TPM) hardware chip, version 2.0 or higher, with associated Computer Root of Trust Measurement. 1.12.1.6 Display Adapter: Display Adapter - Full High Definition (1080P) display that is greater than 17� diagonally, 8 bits per color channel XGA daylight/outdoor readable screen; Touch screen; shall support 1920x1080 resolution or better. 1.12.1.7 Communications Ports: Network port - Gigabit Ethernet network interface USB Ports - A minimum of four USB ports, two of which shall be a USB A type port 2.0 or above, and at least one USB C type port 3.0 or above. The controller shall have an internal High-Definition Multimedia Interface (HDMI) port and Serial Port True RS-232. 1.12.1.8 Smart Card Reader: Yes. 1.12.1.9 Wireless: Wireless adapter shall be 802.11ax compatible. 1.12.1.10 Audio: The controller shall have internal line-in, stereo headphone, and microphone connectors. A combined port for all three may be used. The controller shall be capable of accessing headphone/headset and speaker audio via USB connection. Headphone Connector. The controller headphone connector shall accept a three-section 3.5 millimeter (mm) stereo phone plug consisting of a tip, ferrule, and barrel. Auto-Switch Output. The controller headphone connector shall be of the ""break-to-make"" type that automatically breaks the circuit to internal speaker(s) and connects the stereo amplifier outputs to the external speakers (in headphone) when the headphone plug is inserted. Internal Speaker Audio Switch. The controller shall provide headphone connectors that switch the stereo output back to the internal speaker(s) when the external headphone plug is removed. Sound Projection. The controller internal speakers shall have sound pressure output of at least 80 decibels (dB) from 250 Hertz (Hz) to 5 Kilohertz (kHz) measured at 2 feet from the front of the display. 1.12.1.11 Input Devices: 82-key water resistant keyboard; Mouse Touchpad; Stylus Pen; Standard on-board camera with built-in lenses cover. The controller shall contain input devices (i.e., keyboard and mouse, touch screen and stylus, voice and/or any other new input devices) that allow interaction with the system and can be changed while the device is still powered on (hot swapped) as per changing objectives. 1.12.1.12 Power: AC Adapter 100-240V 50/60 Hz; the AC adapter shall be a part of the controller package. 1.12.1.13 Battery: Shall be charged at 100 V � 240 V. The primary battery on the controller must provide a runtime of 8 hours or better. At least one battery shall be a part of the controller package and this battery will be referred to as the primary battery. 1.12.1.14 NATO Adapter: Shall be used at an input of 12 V � 32 V and output must be compatible with the input rate of the controller. 1.12.1.15 Weight: The controller shall have a maximum weight of 9 lbs. (37 lbs. with backpack and ancillary equipment) and meet Department of Defense (DoD) Human Engineering Design Criteria Standards (MIL-STD-1472H). Objective weight for the controller is 5 lbs. (25 lbs. with backpack and ancillary equipment) or lighter. 1.12.1.16 Environmental Specifications: Comply with equipment ruggedization in accordance with DoD Environmental Engineering Considerations (MIL-STD-810G) tests for operational temperature, non-operational temperature, rain, humidity (operational), salt fog, dust/sand, vibration, and shock (drop and functional). 1.12.1.17 Ruggedized: Preferred but not required.� 1.12.1.18 Tablet Mode: Preferred but not required.� 1.12.1.19 Software: Platform must be compatible with 32 and 64 bit applications; be Windows 11 Secure Boot compliant; and support Unified Extensible Firmware Interface (UEFI) boot mode. 1.12.1.20 Mean Time Between Failures (MTBF): Minimum to 500 hours before maintenance action is required. 1.12.1.21 Power On Self-Test Capability: The controller shall have a self-test capability to verify its operational status prior to use. Verification time should be no more than 1 minute under normal operations. 1.12.1.22 Warranty: Minimum 3 years warranty support for parts and labor; 24x7 Monday-Sunday phone support; Mail-In Service. 1.12.1.23 Customization Notes: None. 1.13 Electrostatic Discharge (ESD): 1.13.1 ESD Mat: The ACCAT shall include an ESD Mat which shall be no larger than the IAM benchtop (27"" X 45""). 1.13.2 Anti-static Wrist Strap: The ACCAT shall include an anti-static wrist strap. 1.13.3 ESD Monitor: The ACCAT shall include an ESD Monitor. The ESD Monitor shall be capable of ensuring proper grounding of the ESD Mat and anti-static wrist strap. 1.13.4 Uninterruptable Power Supply (UPS): The ACCAT shall include a minimum of 650VA/390W UPS system. 1.13.5 Universal Serial Bus (USB) Cable: The ACCAT shall include a USB cable that enables the transfer of information to and from the ACCAT laptop. 1.14 Ribbon Cables: 1.14.1 As required by model, must be interchangeable and/or multi-use. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB Zone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.� Data Universal Numbering System (DUNS) Number, SAM.gov Unique Entity ID, and Contractor and Government Entity (CAGE) Code. The facility security clearance of the offeror or the ability to acquire one (if available but not required). Small business participation (small business percentage use) and potential business partners. Section 1 of the white paper shall be limited to four pages. (2) Section 2 of the white paper shall provide information on the concept for an ACCAT. The solution design must be capable of interfacing with a standard Windows 11 based industrial controller (IC). All necessary instrumentation software shall be capable of being installed on the IC. The ACCAT will have a pre-existing 110VAC 60Hz power source which shall be utilized to the maximum extent possible.� If additional power requirements are necessary, the power components shall be physically located inside the ACCAT. Considerations for possible heat issues with the ACCAT and a potential heat dissipation solution shall be included in the response. The ACCAT must be able to be installed within a Marine Corps expeditionary shelter and inside a Navy L-Class vessel work space. It must be compatible to operate with Standard Commands for Programing Instruments (SCPI) or Remote Command Interface (RCI) commands, and be capable of meeting the performance requirements listed in this RFI for testing CCAs for radios, vehicle platforms, weapon systems, ECU, ACM, etc. Examples of the functional tests this ACCAT solution must be capable of performing when incorporated into the existing test equipment configuration are as follows: In-Circuit Testing (ICT): What capabilities does your equipment offer (if any)? Automated Optical Inspection (AOI): Required. Must have at least two 3D cameras with capabilities to compare photographs. Must work in conjunction with a Flying Probe and ICT.� Flying Probe Testing: Required. Must work in conjunction with AOI. Burn-In Test: Not required but optional for the purposes of this RFI. Automated X-Ray Inspection (AXI): Optional. The AXI is really more of an inspection tool for Marine Technicians and AXI is optional for the purposes of this RFI. Functional Testing: What capabilities does your equipment offer (if any)? Section 2 of the white paper shall be limited to 20 pages. (3) Section 3 of the white paper shall provide an estimated purchase price for the ACCAT to include: �hardware, software, labor categories, labor hours, and any non-recurring engineering. This is a general estimate that has no contractual binding and is simply meant for budgeting purposes for the Government. If the Government determines the solution is viable, an official request for proposal will be released at a later date.� � � � � It is requested that white papers include comments to the draft performance specifications included within this RFI. Industry Discussions MARCORSYSCOM representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, especially any development and/or certification risks.
