C.W Bill Young VAMC - INSTALL TEMPORARY SHORING, CRAWL SPACE BLDG. ONE (1) THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary; the Government will not pay for the information requested, nor will it compensate any respondent for costs incurred in developing information provided to the Government. The Department of Veterans Affairs Network Contracting Office 8 (NCO 8) is seeking capability statements specifically from Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), as well as any other small business construction contractors to determine if adequate competition exists to set aside the following requirement Install Temporary Shoring, Crawl Space Bldg. One (1), at the C.W. Bill Young Veterans Affairs Medical Center, (BPVAMC) 10000 Bay Pines, Blvd. Bay Pines, FL, 33477. Bay Pines VAMC is searching for a specialized service contract from the State of Florida Registered Structural Contractor to develop and furnish temporary shoring in the critical areas at the crawl space and basement of Building one (1) identified by the JS Held LLC Assessment, dated 10/14/2022. This project is entitled: Install Temporary Shoring in Crawl Space at Building One (1) , Project No. 516-23-604. The Government reserves the right to consider an SDVOSB, VOSB, or any other Small Business set aside based on the responses. SCOPE OF WORK The work includes but is not limited to providing all labor, tools, materials, and supervision necessary to provide structural shoring in the crawl space of Building One (1) at the Bay Pines VA Medical Center. JS Held (VA Consultant) performed a Limited Structural Assessment of Building 1 of the Bay Pines VAMC under project 516-22-120. The assessment found critical areas requiring temporary shoring. This project is for the specialized capability to install temporary shoring at the crawl space of Building One (1). The installation of the temporary shoring is intended for approximately 3,000 SF divided into four different areas identified as Critical on the assessment undergone for the structure prepared by the company JS Held LLC, dated 10/14/2022 (portion of the report attached). The Critical Areas are depicted on pages 9 to page 13 and in Appendix B of the JS Held Report. Temporary shoring will be necessary for approximately 18 months. The shoring will undergo monthly inspections and recertifications by either the structural engineer who signs and seals the shop drawings or a special inspector. This project involves working in an OSHA-defined permit-required confined space. Personnel involved in the project must be certified to work in confined spaces of the same type. This requirement may be fulfilled by awarding a stand-alone contract for the construction of this project. The North American Industry Classification System (NAICS) code for this procurement is 238990, All Other Specialty Trade Contractors, with a size standard of $19.0 million. The magnitude of construction is between $500,000.00 and $1,000,000.00. The applicable Limitations on Subcontracting are Special trade construction contractors. In the case of a contract for special trade contractors, no more than 75% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, may be paid to firms that are not VET-CERT listed SDVOSBs.as IAW 852.219-73 or VOSBs as IAW 852.219-74. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. The cost of materials is excluded and not considered to be subcontracted. As part of its market research, The Network Contracting Office (NCO8) is issuing the Sources Sought to determine if there exists an adequate number of qualified and interested Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Businesses (VOSB) or any other small business construction contractors capable of performing the above work. Please submit, via email to laurie.whitmore@va.gov, a capability statement and past performance information that demonstrates that your firm can perform the above scope of work. Experience: The prime contractor shall have at least 5 years experience in projects that require work similar to this project. Interested businesses shall submit capability statements. Type of business (SB, SDVOSB, VOSB, etc.): provide a copy of your certification from https://veterans.certify.sba.gov. Ability to perform in the State of Florida Will your business use subcontractors to accomplish most of the contract, or does your firm have the capability to execute more than simple oversight and program management? Does your business have prior experience leading a construction project for temporary shoring, furnishing labor and materials, and performing work for Temporary Shoring? Please provide evidence. Interested parties must show both socio-economic status and adequate bonding capacity in their capability statement. The Government will use the responses to this Sources Sought to determine the appropriate set-aside, i.e., SDVOSB Set Aside, VOSB Set Aside, etc., for this requirement and will be posted on SAM.Gov for 14 calendar days beginning 10/03/2023 and ending on 10/17/2023 at 4:00 PM. The anticipated solicitation release date is late October or early November 2023. This Sources Sought is only to identify potential sources. No Request for Proposal (RFP) exists at this time.
