- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Missile Defense Agency (MDA) intends to award a sole source research and development contract to The Boeing Company for performance of complex and highly technical systems engineering and integration (SE&I) efforts to provide MDA with specialized subject matter expertise that is needed for the Agency to achieve mandated capability enhancements to the Missile Defense System.� The Boeing Company will continue to provide specialized system engineering guidance, integration, system development and data products that are currently being delivered under contract HQ0147-19-C-0001.� The effort herein will include requirements related to the Agency�s on-going mission to refine the layered Missile Defense System Architecture to include incorporation of Homeland Defense Radars, Electronic Protection, Sea Based Terminal Inc3, Integration of the Ground Missile Defense (GMD) Next Generation Interceptor, Defense of Guam, and Initial Glide Phase Intercept Capability. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii).� This decision is based on the fact that The Boeing Company with its integrated team of OEM Primes, General Dynamics, Lockheed Martin, Northrop Grumman, and Raytheon, represents the only source having the requisite in-depth technical knowledge of Missile Defense System component systems and specialized technical expertise that is required to fully accomplish the scope of work contemplated herein within mandated timeframes. Updates to existing capabilities requires the contractor to have a detailed knowledge of current Missile Defense System designs, and in many cases requires backward compatibility to previous capability builds.� No other source has access to all of the technical data nor possesses all the resident expertise on Missile Defense System component systems that is essential for the successful performance of this described effort. Further, the required level of expertise cannot be attained by any other contractor within the anticipated period of performance for this effort without MDA incurring unacceptable delays, duplication of effort, and risk to the Agency's ability to accomplish mandated Missile Defense-related capability enhancements.� This sole source award would ensure continuity of critical work to deliver required capability increments.� The anticipated base period-of-performance is three and half years with two, three-year options. A determination by the government not to compete this proposed contract action is solely within the discretion of the government.� This notice of intent is not a request for competitive proposals.� No formal solicitation package is available.� Companies interested in subcontracting opportunities should contact The Boeing Company directly.
