Description
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD negotiated and awarded a new cost plus fixed fee Delivery Order under Basic Ordering Agreement (BOA) N0001920G0007 on a sole source basis to The Raytheon Company (Raytheon) for the management and integration of the required upgrades to APG-79 Advanced Electronically Scanned Array (AESA) Radar Production Test Stations as per the latest NISPOM requirements. Period of Performance of the delivery order is 19 September 2023 through 18 March 2025. This acquisition was pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon is sole designer, developer, and manufacturer of the APG-79 AESA radar system with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the USN and FMS aircraft weapon systems. The Government does not possess a technical data package with Government Purpose Rights for the APG-79 AESA radar systems. This data package is required in order to perform the upgrades to the APG-79 AESA Radar Production Test Stations. As such, NAVAIR determined Raytheon to be the only responsible source capable of meeting the Government's minimum needs.
