- NAVAIR DIGITAL DEPARTMENT SOURCES SOUGHT SYNOPSIS INTRODUCTION Requirement Overview. The Naval Air Systems Command (NAVAIR), Patuxent River, MD announces its intention to procure on a competitive basis technology acceleration and integration/information technology (IT)/information and data management/cybersecurity to provide support to the NAVAIR Digital Department (NDD), within the Engineering & Cyber Warfare Group.� The NDD delivers and executes command-wide strategies that align activities and provides the workforce with agile self-service infrastructure, data accessibility, visualization and analytic tools, and digital/Information Technology (IT) services to rapidly research, create, deploy, integrate, and maintain applications, enterprise solutions, and other digital capabilities. NAVAIR�s digital transformation requires leveraging advanced digital tools to implement fundamentally different business models across all business, technology development, workforce, and mission operation domains. NAVAIR is committed to a digital culture that empowers the workforce to accelerate, innovate, collaborate, develop, and deliver capabilities to meet mission outcomes. The current contract information can be found in paragraph 3b below. There have been significant changes to the scope/magnitude/complexity as follows: the anticipated tasking and hours have increased by approximately 523,200 hours to account for the entire anticipated requirement.� This is not subject to bundling or consolidation. b. Purpose. This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business (SB) Set-Aside opportunities exist. c. Attachments. The following are attachments to this Sources Sought: Attachment 1: Draft Statement of Work (SOW) d. Anticipated Time Frame: The anticipated release and award dates are: Estimated Request for Proposals (RFP) release: May 2024 Estimated Award: March 2025 Estimated Period of Performance (POP): 5 Year Period of Performance e. Primary Work Location: Primary Work Location is detailed in Attachment 1, Draft SOW, paragraph 3.1.2.1. 2.0 DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS REQUEST IS STRICTLY VOLUNTARY. All information received in response to this Sources Sought that is marked PROPRIETARY will be handled accordingly. �Proprietary information will be safeguarded in accordance with the applicable Government regulations. �Proprietary information or trade secrets should be clearly identified. �Please be advised that all submissions become Government property and will not be returned.� All personnel reviewing Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. �The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. 3.0 ANTICIPATED CONTRACT TYPE AND CONTRACT BACKGROUND The Government is anticipating this follow-on contract to be a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) with Cost-Plus Fixed-Fee (CPFF) Labor CLINs and Cost Reimbursable (Cost) Other Direct Cost (ODC) CLINs for Material and Travel. The current contract providing support for NDD is as follows: Incumbent Contractor: Sabre Systems, Inc. Contract Number: N0042120D0072 Contract End Date: 9 May 2025 Contract Type: IDIQ with a CPFF Labor CLIN and an ODCs Travel Cost CLIN Previous Set-Aside: N/A (Full and Open) LOE: �782,400 hours Anticipated Contract Information: Contract Type: Single Award IDIQ (D-type) with CPFF Labor CLINs and Cost ODC CLINs for Material and Travel Anticipated LOE: 1,305,600 hours 3.�� Estimated Material/Other Direct Costs:� $9M per year 4.�� Estimated Travel:� $25K per year 5.�� Anticipated Period of Performance Start: April 2025 6.�� Security Classification: Up to Top Secret 7.�� Safeguarding at the Contractor Facility: Secret 4.0 REQUIRED CAPABILITIES Any anticipated special requirements and required capabilities are detailed in Attachment 1, Draft SOW. This document details any security clearance requirements for personnel, facility requirements, and any specific certifications that would be required for the performance of this requirement. 5.0 ELIGIBILITY a. The applicable North American Industry Classification System (NAICS) code for this requirement is 541512 (Computer Systems Design Services) with a size standard of $34M. b. The Product Service Code (PSC) is DF10 IT and Telecom�IT Management Support Services (Labor). c. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14, Limitation on Subcontracting, requires a SB Prime on a Set-Aside to perform at least 50% of the cost of contract performance. SB Primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the Prime itself. To assist in our Market Research and determination of any applicable SB Set-Aside for this effort, if you are a SB interested in Priming this effort and plan to utilize �similarly situated entities� to meet the Limitations on Subcontracting, please identify the name and CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the Prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the Sources Sought Notice in order to assist the Government�s capability determination. 6.0 SUBMISSION REQUIREMENTS a. Interested parties should address the following questions in their response. The responses to these questions will aid the Government in determining whether a company is capable in performing the requirement, so it is important to address these areas with specific details. The capability statement shall include at a minimum, the following: Company profile to include:� Company name, company address, company point of contact information (including name, phone number, and e-mail address), number of employees, annual revenue history, office location, CAGE code, DUNS number, and current business size status under associated NAICS 541512. Indicate whether your company qualifies as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern under the NAICS code identified for this requirement.� Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this SOW. Similarly situated small businesses may team together to meet the 50% requirement. If your company is planning to team with a similarly situated small business, the response must clearly identify the proposed team members and the capability statement must clearly articulate which portion of the work each team member will be responsible for. The response must be detailed enough for the Government to make a determination whether or not the proposed team will be able to perform 50% of the work when combined. What type of technical work has your company performed, lead, and managed in the past in support of the same or similar lifecycle business, aircraft, and weapons systems acquisition requirements for digital innovation, transformation, IT, and cyber acceleration strategies across a large DoD enterprise similar to the size of NAVAIR and its affiliated PEOs?� Has your company provided change management, IT strategy and planning support directly to senior leaders and executives (e.g. the Chief Information Officer, Enterprise Architect, Chief Information Security Officer, Chief Data and Analytics Officer, etc.) of a large DoD business, aircraft, and weapon systems Command similar to the size of NAVAIR and its affiliated PEOs?� If so, please provide details.� Has your company managed a team of subcontractors for multiple short and long-term complex task orders with the speed and capability of bench strength to support concurrent surge efforts across multiple emerging digital technology areas?� If so, provide details.� Provide details on your intended management approach for meeting the requirements of a contract of this scope/complexity/magnitude. How you will quickly staff this effort with qualified personnel A description of your team makeup with roles and responsibilities Include in your response your ability to meet the Top Secret Facility and Secret Safeguarding requirements. b.� Response Instructions. Interested parties shall adhere to the following instructions for the submittal of their capabilities statements.
