Notice to Intent to Sole Source - Wayfinding Navigation Application Enhancement, Operations and Maintenance Services NAICS Code: 541519-Other Computer Related Services (Small Business Size Standards $37M Average Annual Receipts) Product Service Code: DH01- IT and Telecom - Platform Support Services: Database, Mainframe, Middleware (labor) Place of Performance: Bethesda, MD POTS: 24-000010 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to intends to award a follow-on fixed price contract with a base with four option years to HIL Global Corporation, Austin, Texas 78753 to provide Wayfinding Navigation enhancements and maintenance services. The Clinical Center Office of Communications and Media Relations (OCMR), which includes patient recruitment, maintains a hospital wayfinding application solution for the National Institutes of Health (NIH), Clinical Center complex comprised of the Warren Grant Magnuson Building (Building 10), the Ambulatory Care Research Facility (ACRF) and the Clinical Research Center (CRC).� The complex consists of 3.5 million square feet of mixed occupancy space in three congruent buildings on the NIH campus comprised of clinical, laboratory and administrative space.� This complex is composed of more than 5,000 rooms with 200 inpatient beds, 82-day hospital stations and 16 outpatient clinics. The OCMR has a continued requirement for the digital wayfinding application as a means to control the flow of traffic to designated areas of the hospital, providing a way for the general hospital population to get to the right place without inadvertently coming into contact with potentially infectious patients.� This digital application helps health systems understand and improve the flow of patients and visitors as well as the patient experience at the hospital.� Enabling real-time indoor location and navigation is also a key strategy for health systems as they seek to implement a resilience strategy, which includes patients, visitors, staff, as well as digital and physical assets. Connexient is the original developer of the Wayfinding navigation application.� Everbridge acquired Connexient in January 2020.� After Everbridge acquired Connexient, it sold the Wayfinding software application to HID Global Corporation.� HID Global has been providing software application maintenance and operation and enhancements.� If another vendor performs these services, it will cause a duplication of costs to government. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
