Related Notice:� FA880823R5000; ESS23R002 1.0 UPDATE ON 2 OCT 2023:�The purpose of this announcement is to release a Draft Request for Proposal (dRFP) to industry for the Evolved Strategic Satellite Communication (ESS) Space Production Vehicles.� The dRFP in its entirity is in the Bidder's library.� This dRFP is issued solely for information, planning, and market research purposes.� It does not constitute a formal solicitation (RFP) or a promise to issues a solicitation in the future. Interested offerors are invited to submit comments to the Government to ensure the draft Request for Proposal is understood and clear for any potential offerors to bid on the work contained.� The Government�s intent is to submit an RFP for the work described in the draft RFP.� Any feedback or clarification requested will help the Government to ensure that the resultant RFP accurately and clearly describes the intended work to meet the Government�s requirements. The Government welcomes industry feedback with respect to any of the documents in the Bidder�s Library.� The Government requests that responses to the documents be submitted using the attached Comment Resolution Matrix.� The MS Excel file shall be emailed to the POC�s listed below and shall be saved using the following format �[Company Name]_ESS_CRM_[dd.mm.yy]�.� Information submitted in any other format will not be reviewed. All information received in response to this announcement that is marked PROPRIETARY will be handled accordingly.� The Government shall not be held liable for or suffer any consequential damages for any proprietary information that is not properly identified.� Proprietary information will be safeguarded in accordance with the applicable Government Regulations.� Potential Offerors should be aware that there will be changes to the Bidder's Library documents when the draft RFP is released via https://sam.gov/SAM/. �� 1.1 Space Systems Command (SSC) Program Executive Office for Military Communications & Position, Navigation, and Timing is issuing this notice on behalf of the Evolved Strategic Satellite Communication (ESS) Space Segment Acquisition Delta as a means of preparing potential offerors to receive the solicitation documents for the Government's upcoming planned acquisition for the Evolved Strategic Space Vehicle Production by registering vendors for access to the Bidder's Library. DISCLAIMER:� This announcement is for informational purposes only. This is not a request for proposal to be submitted.� It does not constitute a solicitation and shall not be construed as a commitment as the Government does not intend to award a contract based on this request.� The Government will not reimburse costs associated with the documentation submitted under this request.� Responders are solely responsible for all expenses associated with responding to this inquiry.� The Department of Defense, United States Space Force, Space Systems Command, is currently conducting market research by seeking request(s) for information from potential sources for development and delivery of a resilient Evolved Strategic SATCOM (ESS) space segment.� Responses to this research will aid the Government to complete the RFP.� This RFI is available on the System for Award Management (SAM.gov) website at https://sam.gov/SAM/.� It is the responsibility of the potential responders to monitor this site or the bidder's library for additional information pertaining to this RFI. 1.2 REGISTRATION FOR ACCESS TO BIDDER'S LIBRARY: Vendors that are interested in competing for this effort, to include receipt of solicitation documents, must e-mail the following information to the points of contact (POCs) listed at the end of this notice to obtain access to the Bidder's Library: 1.��� Company Name: 2.��� Point of Contact: 3.��� Telephone: 4.��� Email: 5.��� Did you or someone from your organization attend Industry Day? (Y/N) 6.��� Do you or someone in your organization associated with this contract opportunity have internal soft certifications (ECA) or an existing CAC card? (Y/N) 7.��� Do you or someone in your organization associated with this contract opportunity have an existing livelink account? (Y/N) Upon receipt of this information, the Government will provide you with further instructions. NOTE: Vendors who registered for Bidder's Library access, during and or after Industry Day, ARE NOT required to re-register. REGISTRATION FOR RECEIPT OF CLASSIFIED REQUIREMENTS: In addition to registering for the Bidder�s Library, vendors must email the following information to the POCs listed at the end of this notice to facilitate a Facility Clearance check in order to be provided with the classified requirements for the solicitation. 1.��� Legal Entity Name (as registered in SAM): 2.��� Address(es) where classified work will be performed: 3.��� Commercial and Government Entity (CAGE) Code(s) for each address provided: Vendors must also provide a POC for their organization who will receive the classified information via email on the Joint Worldwide Intelligence Communications System (JWICS). This email will be sent in conjunction with the release of the solicitation via the System for Award Management (SAM), the timing of which is yet to be determined. Up to 3 POCs may be submitted. The following information for each POC is requested via an email to the POCs listed at the end of this notice: 1.��� POC Name: 2.��� POC Email (ends with .ic.gov): 3.��� POC Commercial Phone Number: Finally, vendors must submit a visit authorization request (VAR) for their POC(s) to validate access to Top Secret Sensitive Compartmented Information (SCI) to include SI/TK.
