DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C252-23-AP-2883 1. Contracting Activity: Department of Veterans Affairs, VISN 12, Jesse Brown VA Medical Center Purchase Request Number: **REDACTED** 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Clement J. Zablocki VA Medical Center is requesting (2) Medit T710 Scanner System and related accessories for proper patient care and increased productivity when creating dental protheses. The quoted amount per scanner with its accessories is **REDACTED** 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Medit T710 scanner **REDACTED**for a full-arch scan, cutting a few seconds from the scan time of the older models. Each scan is promised to produce more **REDACTED** system. The cameras are **REDACTED** to ensure there are no blind spots in their scan data. The device also provides **REDACTED**, ensuring accurate scales and details of the dental prostheses. Having the same manufacturers helps with saving costs in training, maintenance, and repair since the staff is familiar with these devices. The Medit T710 scanner will be beneficial in the department for speeding up workflow and increasing productivity. Some manufacturers have handheld scanners and are not wireless, which does not meet our requirements. This scanner is **REDACTED**. Therefore, Medit is the only manufacturer that fits the needs of the Milwaukee VAMC. Currently, Milwaukee Dental is using the older scanners from Medit. Personnel are familiar with the functions of the device and training is not needed. However, **REDACTED**. Sending the device for repair would take the device out of service for too much time affecting patient care. In addition, the scanner(s) currently being used was/were sent in for repair once already. When returned to staff, the issue persisted. To positively affect patient care and productivity the Medit T710 Scanner will be a more appropriate fit the government s needs than some similar, stationary scanners. The **REDACTED**. 4. Description of market research conducted and results or statement why it was not conducted: A VIP Search was conducted using the keywords and variations of keywords as follows: Medit T710 Scanner , Dental Scanner , Medit Dental Scanner. NAICS 339114 as well as NAICS 339112 were also used in combination with the keywords and variations, both with and without PSC 6520. These searches yielded between 3 and 80 results. A VIP search for SDVOSB s with the NAICS (339114) and PSC (6520) returned 7 results. A search on GSA was conducted keywords VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT indicated above ( Medit T710 Scanner , Dental Scanner , Medit Dental Scanner ). The results returned from these searches were similar-to the product for this procurement, however they do not satisfy the salient characteristics and specifications indicated on the Background Information and Defining Your Requirement documents that were submitted. Emails were sent to 8 SDVOSB s found in the market research above to determine if they are able to provide this product. Two (2) vendors of those who were emailed sent a reply. One vendor stated that they could provide other products, but did not indicate that they could specifically supply this piece of equipment. The second vendor, (Contemporary Product Solutions, Inc.), stated that they could provide the equipment. This company is listed in Vet Cert as an SDVOSB, and has an active SAM.gov registration with no exclusions. It was then clarified with Contemporary Products Solutions, Inc. as to whether they could meet the requirements of VAAR 852.212-71 for Gray Market Items. They subsequently confirmed that the Gray Market Items requirement could be met. In addition, the manufacturer (Medit) was sent an email that asked for a list of authorized distributors who could provide this product. The Medit representative replied with a single authorized distributor, Imagine Milling Technologies, LLC (aka. Imagine USA). This vendor is not listed on Vet Cert, but does have an active SAM.gov registration as a Small Business with no exclusions. Finally, a quote was provided in the procurement package from Dental Arts Laboratories, Inc., a company classified as, Other than Small Business. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
