Description
Should the Government shutdown due to non passage of the budget, the RFI responses should be held by the respective companies and not sent in until the Government returns to work, and then the RFI responses may be sent within 3 business days post the return to work. This applies to both unclassified and classified responses. If the Government passes a continuing resolution and continues works without a furlough, then the 7 October 23 response date still applies. As a reminder, the unclassified responses hall be sent to (per the RFI): (U) Unclassified responses shall be delivered via Department of Defense�s Safe Access File Exchange (SAFE) website at https://safe.apps.mil/. Since unauthenticated users (Non-DoD Personal Identity Verification (PIV) certificates) must receive a drop-off request from a DoD user, please notify the CUI/SP-PROCURE 8 CUI/SP-PROCURE Contracting Officers Mr. Richard Williams (richard.williams.66@us.af.mil) Mr. Nathan Childs (nathan.childs.3@us.af.mil) or Contract Specialist Mr. Douglas Goon (douglas.goon@us.af.mil) of your company�s intent to deliver a response. You will be provided with a �Drop-off Request� which you will use to submit your files. The Drop-Off Request will be valid for 14 days. For additional guidance, please see the SAFE website at https://safe.apps.mil/. And SIPR email classified responses shall be sent to: sueann.paradiso.civ@mail.smil.mil and pamela.m.bumbaca.civ@mail.smil.mil; or if hard copy, the companies FSO shall mail the classified response to: HBA/IP, 75 Vandenberg Dr, Hanscom AFB, MA 01731, and on the inside wrapping write Attn to: Security, �in accordance with the following: (U) If your company�s response to this RFI will contain classified national security information, please adhere to the ARSR4R-HI DRAFT Security Classification Guide (SCG) (CUI and Classified Attachment 6). Please notify the Contracting Officers Mr. Richard Williams (richard.williams.66@us.af.mil) and Mr. Nathan Childs (nathan.childs.3@us.af.mil), the (Program Manager, Ms. Sueann Paradiso (sueann.paradiso@us.af.mil) and Security Manager, Mr. Jeffery Wotton (jeffrey.wotton.3@us.af.mil) if you intend to provide a classified annex to your responses. (If a response contains classified information, the document shall be properly marked in accordance with the formats prescribed in 32 Code of Federal Regulations Part 2004.20, National Industrial Security Program Operating Manual (NISPOM). The Government requires that all classified information must be in a separate classified annex and provided through other channels. Further, please provide the anticipated classification level of your response to the RFI. Vendors interested in submitting classified information must provide their written intent to submit a classified RFI response no later than 4:00PM EST 20 September 2023�
