Notice of Intent to Sole Source Requirement Resource Management System (RMS) Suite Department of Veterans Affairs, VISN 10, Richard L. Roudebush (RLR) VA Medical Center (VAMC) intends to negotiate an open market sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the RMS Outpatient Scheduling Software The associated NAICS code for this is 541519. The vendor will be Document Storage Systems (DSS), Incorporated, 12575 US Highway 1, Suite 200, Juno Beach, FL 33408-2478 Description of Equipment or Supplies: The estimated cost is $87,955.60. DSS-RMSSUITE-PL-AM-L ForSuite2020 Resource Management System (RMS) Suite for VISTA Period of Performance: 12 Months The RLR VAMC is seeking to renew licensing for the software used in the scheduling, managing, and tracking of patients appointments electronically in the VA s Veterans Health Information Systems and Technology Architecture (VISTA) / Computerized Patient Record System (CPRS). The software is consistent with VA policies and standards, including but not limited to; VA Handbook 6102 and 6500, VA Directives 6004, 6513, and 6517; and the National Institute of Standards and Technology (NIST) standards, including Federal Information Processing Standards (FIPS). The technology supports role-based authorization and authentication capabilities. It is also portable as it runs on multiple TRM-approved operating systems and can use a VA-preferred database. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
