Description
***REVISION 3:� A new pricing spreadsheet is provided, ""REVISED 2023-24 Holiday Trailers Info and Quote Sheet (9-27-23).� -In Column F, please include the trailer length offered.� Please note that 53' is preferred, as shown in Column E.� -In Column H, please specify the trailer type offered, either Electric or Diesel. The preferred type is show in Column G.� -In Column K, please specify the type of doors offered, and if swing doors are offered, please advise if a 4""-8"" thick movable, insulated wall is also included.� The preferred door type is shown in Column J. -The preferred delivery date is shown in Column L; however, the latest acceptable delivery is shown in Column M.�� -Pricing must be filled in Columns P through W. ***Revision 2:� Alternate proposals are accepted.� Quoters may submit multiple alternate proposals as necessary.� In addition to possible variations in trailer size and quantity, alternate proposals are also considered for door type.� The initial requirement is for Rollup Doors; however, in the event trailers with Rollup Doors are not available, Swing Doors, may be considered. ***Revision:� In the event 53' trailers are not available for the locations included in this requirement, please provide an alternate proposal stating the size (such as 40' or 20') and/or quantity of trailers available.� Original Post below: (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number, HQC005-23-Q-0028, is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, September 22, 2023. (iv) This is solicited as a 100% small business set-aside.� The associated NAICS code is 532120, Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing, and small business size standard is $47.0M. (v) A list of line item number(s) and items, quantities, and units of measure are attached. Options are not applicable to this solicitation. (vi) Description of requirements for the items to be acquired is attached.� Additional information is provided as follows: 1.� Coordinate the delivery and pick-up of the refrigerated reefer trailer with authorize Commissary personnel no later than five (5) working days prior to start date, and three (3) working days prior to ending date of rental period. Rental period ends on the store�s requested pick-up date regardless of actual pick-up date unless a written modification is issued to extend the rental period. The Contracting Office shall be included on email traffic, regarding drop-off and pick-up Arrangements, to include damage reports signed off by an authorized commissary representative with a copy left at the commissary. 2.� Diesel Refrigerated trailers shall be delivered full of fuel and contractor shall have before and after fuel readings annotated on the delivery/pick-up tickets. 3.� Trailers shall be in good working order, cleared of all debris, and includes but is not limited to, all cables for hook-up, fluids, and temperature monitors upon delivery. 4.� Set temperature as required by the authorize Commissary personnel. 5.� Contractor is responsible to provide 24-hour emergency on-site repair. Service contact phone number must be provided prior to award. Vendor repair personnel must be on-site within 24-hours of receipt of emergency call from store personnel. Repair must be either completed within 24 hours of initial receipt of emergency phone call or a substitute trailer provided so as not to interrupt the mission. The Contractor shall not make any alterations/repairs to the building or items attached to the building of the Commissaries before receiving approval from the Contracting Office. 6.� Monthly bills will include all charges incurred from the first to last day of the prior month. Reefer operating hours shall be based on a 24-hour/7-day operating flat rate/fee/cost and may be billed one time at completion of the last month of the rental period. (vii) Date(s) and place(s) of delivery and acceptance are shown in the attached.� FOB Destination.� Addresses for each commissary location can be found on https://corp.commissaries.com/shopping/store-locations. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.� The following addenda applies:� The attachment provided includes the line items associated with this requirement. Contractors are able to select which items they are interested in providing a quote for, meaning this is NOT an all or none solicitation.� If a contractor is not interested in a particular location, insert �NA� in the �Total Price� column. If interested, please complete columns L through S.� Column L is the total price, which is an estimate of the total amount expected to be incurred during the period of performance associated with that location. The remaining columns are firm fixed price costs for each category.� Multiple awards will be issued. (ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services applies.� Evaluation criteria includes technical capability, past performance and price.� The Lowest Priced Technically Acceptable (LPTA) source selection process will be used on an acceptable or unacceptable basis.� Multiple awards are allowed, and the LPTA quoter will be selected by CLIN/Location. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.� (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. (xiii) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. (xiv) The Defense Priorities and Allocations System (DPAS) assigned rating is not applicable.
