- 1. Project Description Tillamook Bay is located on the Oregon Coast near the city of Garibaldi in Tillamook County, Oregon, approximately 47 miles south of the confluence of the Columbia River with the Pacific Ocean. It provides a harbor and water-dependent economy for local communities and the state. It is also an important biological resource as the third largest bay in Oregon. The ocean entrance is located at the northern end of Tillamook Bay and is protected by the north and south jetties. The jetties protect navigation by confining tidal currents to create scouring velocities in the bar and entrance channels, which are required to prevent buildup of obstructions to navigation. Wave erosion has damaged the jetties over time, resulting in potential impacts to jetty stability and increased navigation hazards. The north jetty, originally built in 1914, was reconstructed and extended to its authorized length of 5,700 feet in 1931. A revetment was constructed in 2004 to help prevent shoreline erosion and protect the vulnerable north jetty root. In 1965, construction of an 8,000-foot-long south jetty was authorized. Work began in 1969 and was completed in 1979. No repairs to the south jetty have been conducted since completion of construction. Some repairs to the north jetty were performed in 2010 as the Tillamook North Jetty Capping Project. Due to funding challenges, work was not started on the south jetty and some root repair work remains for the north jetty. 2. Project Scope The project will rely heavily on an existing major maintenance report (MMR) completed in 2003. The scope of work would consist of repairs to the existing structures and would occur primarily within the original jetty footprints with options for land-or water-based stone placement operations. The proposed repair activities for the south jetty would consist of two main components: ? Construction of a 100-foot cap to repair the south jetty head ? Critical and routine trunk repairs Repair activities for the north jetty would consist of: ? Critical and routine root repairs Under this project the following activities would occur: ? Complete a Design Documentation Report (DDR) for North and South Jetty repairs ? Complete Plans and Specs for the North and South Jetty repairs ? Complete construction of south jetty head and trunk repairs, pending funding ? Complete construction of north jetty root repairs, pending funding
