Description
This is not a solicitation announcement. This is a Sources Sought Notice issued by the Department of Energy, Hanford Procurement Division (DOE-HPD).� The purpose of this Notice is to gain insight from the industry regarding the content of the draft solicitation for Third Party Administration (TPA) of the Workers' Compensation Claim Processing Program (WCP); this includes the drafts of the Statement of Work (SOW), contract clauses, solicitation provisions, and associated attachments. Additionally, DOE-HPD is seeking knowledge of potential qualified sources for TPA of the WCP at the Hanford Site. Responsibilities for TPA of the WCP at the Hanford Site include providing workers� compensation coverage and benefits to specified Hanford Site Contractor employees in accordance with the Washington Industrial Insurance Act (WIIA), codified at Title 51 of the Revised Code of Washington (RCW), and all other applicable laws and regulations. The US Department of Energy is a self-insurer for most contractors at the Hanford site. Detailed contract requirements in the performance of the WCP are contained in the attached draft SOW. There are approximately 200 open claims that will be transferred, and there are approximately 500 claims managed through the open and close process annually pursuant to CLIN 0002.� The draft solicitation is provided only to aid responses to this Notice.� Additional contract requirements may be added or changed based on additional market research, and the draft solicitation is not a guarantee of a further Government solicitation or contract.� If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this Notice. A response to this Notice does not result in the respondent being placed on a prospective bidders list or commit the Government to providing a copy of the solicitation. The Government will in no way be bound to this information if any solicitation is issued. Responses to this Notice will be used by the Government to make appropriate acquisition decisions. Any information submitted by respondents to this Notice is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Notice. The Government will in no way be obligated to purchase all or part of the items described herein, and is providing this information as ""general"" information only.� All responses to this Notice will be treated as confidential. They will become Government Property and will not be returned. Responses are requested by October 10, 2023. CAPABILITY STATEMENT: DOE-HPD requests that interested vendors express their interest to this Notice by submitting a capability statement describing their ability to meet the needs described above and in the draft SOW. All responses should include the following information: 1.� Type of services provided by your firm, as well as teaming members and subcontractors, that demonstrate the capability to perform the services described above and in the draft SOW; 2.� Provide a summary of the firm�s experience in providing workers compensation TPA services in Washington State; 3.� The business type of your firm (Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, HUBZone, 8(a), Small Disadvantage Business, Woman-Owned, Small Business, or Large Business, etc.) and authorized NAICS codes.�� In addition, please provide the name, mailing address, phone number, fax number, and e-mail address of the designated point of contact for your response.
