Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), Emergency and Operational Support Branch (CEO-O) in Champaign, Illinois intends to award a contract on a sole source basis to Modern Water, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CERL intends to procure one (1) Microtox FX Portable Unit.� This equipment is sought for the analysis of wastewater samples to determine effluent water quality, specifically the toxicity of the samples. The analysis of wastewater samples will support efforts to expand water reuse across military installations. The major requirements include: ����������� Portable instrument for bringing to the field ����������� An instrument that detects pathogens and toxic chemicals through acute toxicity and Adenosine triphosphate (ATP) detection ����������� Quick sample analysis <30 mins Product Specifications:�Portable microtox is a toxicity analyzer that uses bioluminescence technology to screen for contamination in water samples. It has a combined detection capability that detects pathogens and toxic chemicals through acute toxicity and ATP detection. The test should be sensitive to more than 2700 different simple and complex chemicals. Sample results should be available within 20 minutes. The system must be fully portable and be operable via battery or power adapter. The size of the analyzer should not exceed 8�x7�x4�. The microbial detection level in drinking water should be -100 cfu/mL. The Modern Water portable Microtox FX (part no. AZF848519) meets the above requirements. It should come with: ����������� Microtox FX Analyzer, with Case ����������� Microtox SOLO Reagent: 50 vials ����������� Microtox Diluent: 1L ����������� Microtox Osmotic Adjusting Solution ����������� Adjustable Volume Pipette, 10-100 uL ����������� Adjustable Volume Pipette 100-1000 uL ����������� 10-100 uL Pipette Tips ����������� 100-1000 uL Pipette tips ����������� Disposable Glass Cuvettes (400) ����������� Cuvette Racks: set of 5 ����������� Digital Lab Timer ����������� User Manual (USB) Modern Water, Inc. has been identified as the only company capable of offering a product with the specific portable model feature to perform the necessary work. The portable microtox manufactured by Modern Water is the only portable microtox unit that meets the requirements of the Federal Government. There are two manufacturers of microtox analysis equipment based on market research. Modern Water is the only company that manufactures a portable microtox, which is needed for CERL�s research. Due to the portable nature of the requested equipment, Modern Water, Inc, is the sole source authorized to fulfill the Government�s requirement. The associated North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing, which has a size standard of 1,000 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 11 May 2023 to kasey.t.davis@usace.army.mil and CHL-CT-QUOTES@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
