- GENERAL INFORMATION/CLASSIFICATION This is a postaward pubication notice of sole-source award issued in accordance with FAR 5.705, Publisizing Postaward. The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), issued one (1) Firm-Fixed Price (FFP) Purchase Order�(PO) on a sole source basis, for deployment of two (2) Illumina DRAGEN servers to: Illumina, Inc. 5200 Illumina Way San Diego, CA 92122 This acquisition was processed under FAR Part 12 � Acquisition for Commercial Items, was made pursuant to the authority in FAR Part 13.106-1 (b)(1), and was exempt from the requirements of FAR Part 6. The North American Industry Classification System code was 334111�and the business size standard is 1,250 employees. RATIONALE FOR USING OTHER THAN COMPETITIVE APPROACH The National Cancer Institute currently uses DRAGEN processors manufactured by Illumina Inc. to process data produced by Illumina NextGen sequencing instruments. The DRAGEN-GATK v4 uses Illumina's standard genomic processing workflow which is built on gated array hardware. This combination improves processing speed for genomic data by 30x over standard DRAGEN processors. Data processed by DRAGEN servers will be used to accelerate clinical decision-making in cancer-related research where time may be extremely limited. Thus, it is critically important to maximize the speed that these data are processed to support better research outcomes. Additionally, the DRAGEN v4 processor compresses data in a manner that saves between 50-80% of storage and provides proprietary software plug-ins which allow the compressed data to be analyzed without decompressing.� No other manufacturer produces comparable hardware with software which can process data from Illumina NextSeq sequencers and allows the end-user to maximize processing speed and data compression. Illumina is the sole manufacturer and sole distributer of DRAGEN-GATK v4 servers sold for research.
