Description
The Federal Aviation Administration (FAA) is planning the acquisition of thermal flight enroute strips, NSN 7530-01-682-6716 full terminal strips, NSN 7530-01-682-7609 half terminal strips and NSN 7530-01-682-6811 ARTCC Enroute strips, for air traffic control operations. These flight strips are an essential tool in tracking aircraft. This flight strip is applicable to the Flight Data Input/Output system (FDIO). The flight strips are to be manufactured in accordance with (draft) FAA Specification FAAD-F-1369-3, dated September 21, 2023 and applicable drawings, see attached. Estimated annual quantity for the base year and all option years are as follows: NSN 7530-01-682-6716 8100 boxes per year NSN 7530-01-682-6809 1300 boxes per year NSN 7530-01-682-6811 300 boxes per year. The FAA contemplates the use of an Indefinite-Delivery/Indefinite-Quantity type contract with fixed unit prices, with a base year and four one (1) year option periods, for the acquisition of these thermal flight strips. The North American Industry Classification System (NAICS) code is 323111 Commercial Printing (except Screen and Books). The business size standard for this NAICS is 650 employees. CAPABILITY STATEMENT: All vendors responding to this market survey must provide a Capability Statement that addresses the following (in order): a. Type of products/services provided by your firm, may include specification sheets and brochures. b. Description of previous contracts for products that are similar in scope. Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, contract dates, contract value, customer point of contact, and description of work performed. c. Demonstrate experience/capability for the requirements set forth in the attached FAA Specification FAAD-F-1369-3. The FAA has adopted a two-phase approach in accommodating this acquisition.� The first phase (identified as SIR1) will involve offeror submission of non-converted material, thermal flight strips (bid samples) and technical documentation for testing and evaluation by the FAA against established specifications and standards.� Only those offerors submitting non-converted material, bid samples and required technical documentation that are found to conform to FAA�s specifications and standards will be permitted to participate in the second phase of the acquisition process.� The second phase (identified as SIR2) will involve the issuance of a Screening Information Request (SIR2) with submission of price proposals based on each successful offeror�s submission under the first phase. �All flight strips samples will be processed through Lemur-FSP NSN thermal printers NSN 7025-01-616-8790 at the FAA Logistics Center in Oklahoma City, Oklahoma by the Technical Programs Support Team, AJW-L800. All interested sources must submit responses in writing to connie.m.houpt@faa.gov by 2:00 p.m. CT, October 5, 2023 and reference 6973GH-24-MS-00001 Thermal Flight Strips. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these flight strips. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
