Description
The services acquired under the SCOAA contract are for scientific computing operations, computational analysis, tool development, knowledge and program management activities, system services, digital production, and advanced data analytics. These areas enable the Missile and Space Intelligence Center (MSIC) to produce scientific and technical intelligence (S&TI) assessments of foreign ground-based air defense missiles, ballistic missiles, ballistic missile defense systems, anti-tank guided missiles, anti-satellite and directed energy weapons, as well as their associated command, control, communications, and computer (C4) systems. Additionally, contractor services are provided to assist MSIC in developing, managing, and sustaining a computing infrastructure, a broad range of applications and analytical tools, and core knowledge bases that enable S&TI analysis and production. The contractor provides support for conducting computational analysis and weapon performance modeling and simulation to assess characteristics and performance of threat weapon systems using state-of-the-art laboratories and the High Performance Computing System (HPCS) that it maintains and operates as an Intelligence Community (IC) asset. MSIC also directs portal operations and production workflow processes that enable digital production and dissemination of intelligence products, and the SCOAA contract provides support for that task. Working across the IC and DOD community, MSIC serves as the program management office for DOD Equipment Codes, the Military Equipment Parametrics & Engineering Database (MEPED), and the Electronic Warfare Integrated Reprogramming Database (EWIRDB), which are vital, authoritative repositories that contain parametric data on foreign threat military equipment. Additionally, the contract acquires support for investigating and implementing advanced analytic and artificial intelligence/machine learning (AI/ML) techniques, processes, and tools to enhance analyst efficiency and productivity.
