Description
SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Infusion Pumps The Department of Veterans Affairs Dayton Medical Center (DAY VAMC), 4100 West 3rd Street, Dayton, OH 45428 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339113 with a small business size standard of 750. The VA intends to solicit and negotiate with Carefusion/BD 3750 Torrey View Court, San Diego, CA 92130-2622 for Infusion Pumps. The DAY VAMC is expanding its ICU from 11 beds to 18 beds and is increasing care for hospice patients.  Currently DAY VAMC has a fleet of 403-CareFusion Alaris infusion devices, of which 99% were procured in 2019.  Because of the ICU bed and hospice care expansion, Acute Care service requires an additional 60 Alaris model 8100 infusion pumps modules.  This 60-infusion pump requirement represents an increase by 30% of DAY VAMC s current 198-8100 infusion pump modules currently in use and an increase by 15% of DAY VAMC s entire fleet of CareFusion Alaris infusion devices currently in use.  To ensure compatibility with the fleet of CareFusion Alaris infusion devices that are currently in use at DAY VAMC, any pump module other than the CareFusion Alaris model 8100 pump module shall meet the following parameters to be considered for this expansion procurement. Large volume infusion pump that helps continuously or intermittently deliver fluids, medications, blood and blood products to patients. Have the capability to attach up to four IV infusion modules, allowing four independent infusions on a single PC unit.  The system shall have a respiratory monitoring and barcoding. Be capable of running Guardrails Point-of-Care software for pump modules (v9.33).  Wireless connectivity must be compatible with 802.11b/g/n and be compliant with VA Information Security policies. Fully compatible with CareFusion Alaris 8015 pump controllers and the Alaris 8120 PCA pump controllers. Other persons may identify their interest and capability to respond to this requirement by Monday, September 21, 2023, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
