Description
DEPARTMENT OF VETERANS AFFAIRS Veterans Health Administration Justification for Brand Name/Single Source Award IAW FAR 6.302-1(c) Acquisition Plan Action ID: 36C241 23 AP 4224 Contracting Activity: Department of Veterans Affairs; VISN 1; Boston Healthcare System, West Roxbury and Jamaica Plain Medical Centers; 523 23 3 7906 0054 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Waste Anesthetic Gas (WAG) disposal canisters needed to minimize the negative effects on the environment from the WAG released during surgeries, which is exhausted through the medical facility ventilation system. The estimated value is $20,500.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Deltasorb canisters, manufactured by Blue Zone Technologies, Ltd., solely distributed through Focus Healthcare Products, LLC, are made for use with a unique and patented distillation process effective at 100% WAG adsorption before it enters the environment. The result produces a pure, branded generic, inhalation anesthetic. Additionally, the canisters are installed in line with the anesthesia gas machine exhaust, without the need for retrofitting. This type of installation can be performed by medical technicians without an Engineer required. Description of market research conducted and results or statement why it was not conducted: While other companies utilize other approaches, none are currently being used by other VHA medical facilities where information could be obtained about their effectiveness. As a result, a trial of the Deltasorb canister was conducted, which confirmed the functionality as marketed and the ease of installation. Based on these findings, a sole source procurement of Deltasorb canisters from Focus Healthcare Products, LLC, will best meet the requirement.
