- ANNOUNCEMENT UPDATE Released 9/20/2023 The purpose of this update is to provide interested offerors a question recieved with the FAA's response thereto, as well as to announce a new pre-bid site visit opportunity. There have been no changes to the SIR or technical requirement resulting from the question recieved.� The current closing date of this solicitation remains unchanged.�� QUESTION RECEIVED: In the attached SOW and other documents received there is no indication of the quantity of asphalt to be removed and replaced. Could you please direct me to where I may find that information. FAA RESPONSE: Quantity of materials is to be determined by the offeror to fully meet the requirements of the statement of work. Within the SOW, the FAA has provided arial photots of the parking lots to be replaced as well as paving specifications to indicate acceptable type of materials needed and other pertinent quantitative information, such as thickness, for offerors to develop thier own material solutions to meet the requirements. Actual measurements of surface area up to each offeror to determine to develop their proposal. Upon award, the expectation of the FAA is that the awardee to perform all aspects of the SOW at the original competitively awarded Firm Fixed Price (FFP). Please note 3.2.2.3-42 DIFFERING SITE CONDITIONS (JUL 2004) is present in the SIR document. The FAA does not anticipate providing later adjustments to the contractor for any conditions that should have been known had the offered site visit been attended. �� SITE VISIT OPPORTUNITY The FAA is offering another site visit opportunity for this project. This is an open event to all interested vendors. RSVP is not required.�� DATE: September 28th, 2023 TIME: 12:00PM (BNA Local) ADDRESS: 515 Olen Taylor DR Nashville, TN 37217 POC: RON NELSON PHONE: 901-482-7667 (end of update) ______________________________________________________________________________________�� ANNOUNCEMENT UPDATE Released 9/5/2023 The FAA is currently reviewing a question recieved to determine if this impacts the current technical requirement.� Due to this and competing priorities associated with End of Fiscal Year 2023 activities, the offer due date is hereby extended to 10/16/2023 at 1700 (Central)� � (END OF UPDATE) ________________________________________________________________________________________ The Federal Aviation Administration is soliciting bids for the replacement of two primary parking lots for the BNA Air Traffic Control Tower Facility (Vicinity: Nashville, TN). The FAA intends to award one (1) Firm Fixed Price contract to the lowest price offeror otherwise eligible for award. The estimated period of performance is 120 calendar days after contract award and post-award Notice To Proceed (NTP). The estimated value of this construction project is $400,000.00 to $550,000.00. This competitive award process is a 100% Set-Aside to Small Businesses Administration 8(a) program participants. Offerors must be registered in System for Award Management (SAM) and possess the SBA 8(a) certification letter for their company to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. This project is funded by the Bilateral Infrastructure Law (BIL). See attached Uniform Bilateral Infrastructure Law Report located in the attachments and BIL 3.18-1 in the SIR document for instructions for additional reporting requirements associated with BIL funded projects. All documents attached to this announcement are considered by the FAA to be in final format at this time. Requests for future site visits may or may not be facilitated due to availability of FAA resources. Any future site visit opportunities will be posted to this announcement. Requests for private site visits will likely not be considered. Any requests regarding pre-bid site visits should be sent to the POC of this announcement. The cut-off date for questions received is August 31, 2023 at 5:00PM (Central) Proposals are due on September 7th, 2023 at 5:00PM (Central) All updates to this announcement, or amendments to the SIR or other attachments will be likewise posted to System for Award Management (SAM.gov) during this solicitation period. It is highly encouraged that interested vendors continuously monitor this announcement throughout the solicitation period for changes, Q&A, etc., and also check the announcement again shortly before sending official responses. � The Offeror must submit the following information with their proposal to be determined fully responsive: - Completed SIR document with all pricing information in Section B and representation and certifications in Section K marked with acceptable responses. - Completed SF24 (Bid Bond) in accordance with 3.4.1-1 PROPOSAL GUARANTEE (JAN 2017) - Completed Organizational Experience Questionnaire (OEQ) attached in Section J which demonstrates the offeror following information: � � � � �- Both projects are similar scope and/or nature or work � � � � �- All projects submitted must have been underway or completed within the last three years from the closing date � � � � �of this SIR � � � � �- Projects must be valued at or over $350,000.00. � � � � �- All form blocks must be filled in to include Customer POC contact information.
