Description. Integrated Technical Advisory Consultant Services for Fast Track Compact Development�� Indefinite Delivery Indefinite Quantity (IDIQ). Introduction: This is a Pre-Solicitation Notice which is not soliciting capability statements nor requires responses from industry at this time. Vendors who have questions, clarifications comments and or concerns regarding this notice are advised to wait until the official, formal business opportunity is published and to submit all questions as per the instructions and the due date/time as specified in the solicitation. Brief Statement of Need: MCC has identified a number of success factors necessary for rapid compact development:� prior experience with MCC, proactive engagement with MCC, clarity of problem, effective partner coordination, rapid core team staffing, efficient decision making, efficient inter-ministerial mechanism, meaningful stakeholder engagement, agile processes, and investment characteristics.��� One of the challenging elements is that MCC�s compact development typically involves many individual and firm consultants, which creates potential for conflicting advice, differing timelines, and coordination challenges; increases communication complexity; adds additional costs; and otherwise adds to the MCC management burden.��� MCC is developing a new approach to accelerate compact development, in certain cases and when appropriate, to move Country selection to Board approval in 24-months.� Not all countries, and not all projects will be suitable for this new, and faster, process.��� This requirement aims to source firms capable of working with MCC as partners to demonstrate and then replicate the 24-month timeline; and therefore, capable of providing the full suite of services. Brief Description: MCC seeks service contractor(s) that can mobilize a fully integrated technical team capable of performing complex and interdisciplinary assessments of potential Compacts and projects against MCC�s investment criteria. This could include experts in engineering, environmental issues, resettlement, climate change, gender and social inclusion, private sector, education, health, policy reform who are capable of addressing the full range of issues that face MCC during the compact development process, the pre-entry-into-force start up period. The contractor will also be required to provide or contract regional and local expertise to ensure context-sensitive inputs. Most importantly, the contractor(s) should have, or be able to rapidly acquire, deep technical expertise in the focus sectors of the compact. MCC intends to release Request for Proposal # 95332423R0002, which will be soliciting formal proposal responses from industry following: Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, FAR Part 15, Contracting by Negotiation. Note: This acquisition supersedes the previous Sources Sought Notice posted in March 2023 � Blanket Purchase Agreement for Integrated Technical Advisory Consultant Services for Fast Track Compact Lifecycle.� Therefore, prospective bidders should read the full solicitation in its entirety once released.� This requirement has been revised to cover only Compact Development and Pre EIF not the full Compact Lifecycle nor will this be a Blanket Purchase Agreement it will be an Indefinite Delivery Indefinity Quantity Contract.
