OR-CLARK R BAVIN FWO-DNA KITS AND SUPPLIES Sole Source Justification: Qiagen Supply Contract This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, SAP West Team 1 intends to issue a sole source, firm-fixed price order to: COMPANY: QIAGEN, LLC, UEI: W2GLKC92ZH73FOR : $22,153.60 ON: 09/20/2023 NAICS: 334516 Analytical Laboratory Instrument Manufacturing AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source. Determinations not to compete this proposed procurement were made because: The DNA extraction kits products we require from QIAgen are compatible with our existing laboratory equipment and protocols, ensuring seamless integration into our workflow. QIAgen is the only company that produces DNA extraction kits that the QIAsymphony robotics platform already in use at the NFWFL can utilize. Additionally, the QIAgen kits and other consumable plastics listed in the attached quotes have all been validated for forensic casework in the NFWFL Genetics section and any other consumables would need to go through costly validation procedures before being used in forensic casework. The equipment and the consumables have been validated for use in wildlife forensic casework. The use of validated protocols and reagents and the ability to maintain consistency between procedures is crucial to forensic genetic analyses, and is required under the guidelines of our Accreditation under ISO 170. There does not exist another entity that could provide the needed products with the same specifications for the existing QIAgen robotic instrumentation already in use at the NFWFL. The listed products are the only products that may used on this robotics platform. Due to this information no other sources exist that can supply and perform the needed commodities.
