- This is not a solicitation announcement. This is a sources sought synopsis only. This is not a request for proposals and in no way obligates the Government to award any contract. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. This sources sought has been issued to survey the market to identify possible sources for consideration. This notice is to assist the United States Coast Guard (USCG) in determining the potential sources. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered to a contract award. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources to provide personnel, technical capability, supervision, and non-personal services necessary to perform Aircraft Maintenance Services (AMS) on: aircraft, Ground Support Equipment (GSE), sheet metal, electrical, avionics equipment and various other aircraft parts and components.� This also includes performing modifications to existing airframes and contract field teams (CFT) to support operational air stations. The Government will provide the facility, all equipment, tools, consumable and repairable components used in the performance of these services. The types of work required by the contract consists of, but are not limited to, the following: Programmed Depot Maintenance (PDM): Reoccurring work orders for aircraft and associated parts which are returned directly back to aircraft for installation.� Specific tasking is called out on the routing tag with references to appropriate technical orders.� Service Requests (SR): Non-reoccurring work orders in which the parts worked under that order may be returned directly to aircraft/support equipment, physically performed on aircraft/support equipment, or returned to the warehouse for stock. PDM Discrepancy Repair (PDR):� Certain airframe discrepancies that are found outside of the PDM scope.� �� 6000/8000/9000 series:� Reoccurring work orders for aircraft and associated parts which are returned to the warehouse for stock.� 6000 series work orders are for repairs and 8000/9000 series work orders are for manufacture.� Specific tasking is called out on the routing tag with references to appropriate technical orders. The USCG anticipates utilizing the following Labor Categories: Production Control Clerk Aircraft Mechanic I (General) Aircraft Mechanic I (Sheet Metal) Aircraft Mechanic I (Avionics) Aircraft Helper Aircraft Worker Machine Tool Operator Ground Support Equipment Mechanic Aircraft Painter Program Specialist Site Supervisor Please respond to the following questions in addition to your company�s capability statement: Does your company currently provide depot level maintenance services to government agencies or civilian users for large body, fixed wing aircraft? If so, who is/are the customer(s)? Please provide a technical and contractual Point of Contact (POC) for your customer(s). Does your company have the management and financial capability to support a contract of this type? Please describe your on-site management structure and financial capability. Is your company a large or small business? If small, define your company�s socioeconomic classification. Does your company send out work to subcontractors? If so, how much work and what type of work is subcontracted? What North American Industry Classification System (NAICS) code does your company use for this type of service? If the Government proceeds with this requirement, the contract award may result from the tradeoff process to arrive at overall best value for the Government. Please specify any technical, cost, performance, or schedule differences that your company could offer that might set your company apart from other potential competitors. After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on SAM.GOV. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offers will have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals and in no way obligates the Government to award any contract. All companies that can meet the specification are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that the specification can be met. Telephone responses will not be accepted. Responses must be received no later than October 22, 2023, at 4:00 p.m. EST. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate contract decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offers list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
