Description
This is a request for information as defined in FAR 15.201(e). The Department of the Navy, Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems 1.0 (PEO IWS 1.0) is requesting information regarding industry�s current capabilities and related experience to support development of Aegis Combat System Technical Data Packages (TDPs) for the Frigate Constellation Class (FFG) program.� A TDP defines how the equipment and/or system should be installed on the FFG class ships and provides impact analyses for all Combat System Support Equipment (CSSE). The Contractor shall be responsible for integrating and documenting all Combat System equipment and spaces, to include Topside, for the FFG program.� �� Responding to this Notice: Interested parties shall submit a capability statement that describes relevant experience and/or capability in support of the following requirements: Demonstrate capability to evaluate operational and physical impacts, to include Human System Integration (HSI), electromagnetic interference (EMI), Radar Cross Section (RCS), shock, vibration, etc., for integration of systems, equipment, and spaces in a new construction environment while conforming to new construction ship specifications Ability to conduct detailed reviews, identify deficiencies and clarify integration requirements for Government, Contractor, and/or Original Equipment Manufacturer (OEM) furnished information to support TDP development Demonstrate the ability to conduct detailed analysis and inter-dependencies for all power, cooling, and air system requirements Demonstrate capability to conduct fatal flaw reviews for any system installed on FFG Aegis Combat system Ability to provide complex 3D Computer Aided Design (CAD) modeling of space arrangements for both Aegis Combat Systems spaces and Topside Sensor models. Develop rough order of magnitude (ROM) level engineering packages (RLEP) to provide to the shipyard planning yards, provide hull applicability, block diagram, impact statement, impacts to the FFG Aegis Combat System Must be familiar with general and new construction ship specifications, such as those identified in NAVSEA S9AA0-AASPN-010/GEN-SPEC Must be familiar with development of TDPs in accordance with MIL-STD-31000B Provide specific contract(s) or subcontracts within the last 5 years with similar scope and provide a brief overview of their responsibilities.� Include a cover page with the following company information: Company Name Company Address Unique Entity Identifier CAGE code Technical Point of Contact (Name, Email Address, and Phone Number) Business Size Status (e.g., large, small, HUBZone, SDB, SDVOSB, VOSB, WOSB) If your company has an approved Quality Management System (in accordance with NAVSEA Standard 009-04). Level of Facility Clearance Responses to this Request for Information notice shall be UNCLASSIFIED and shall not exceed thirty (30) pages in length, excluding a cover page containing company information. Responses shall be composed using Times New Roman, 12-pt font and submitted in Microsoft Word or searchable Adobe Acrobat Portable Document Format (PDF).� Provide examples of development of TDPs, Fatal Flaw reviews for both Combat System space and Topside examples, examples of design options and recommendations to assist in the resolution of a waterfront installation design issue, and a possible analysis of Combat System Support equipment (must show Air, Water and Electrical). Each submission shall be electronic (virus-scanned) and submitted via email to the Government Points of Contact listed below. Please submit your email with the subject line, �FY23 FFG Ship Integration Technical Data Package Development RFI: [Company Name].� Telephone and oral responses are not acceptable. All responses must be received on or before the �Response Date� specified above. NO CLASSIFIED MATERIAL SHALL BE SUBMITTED UNDER ANY CIRCUMSTANCE. This RFI is issued for informational and planning purposes only and is not to be construed as a commitment by the Government to issue a solicitation or to award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to meet the requirement. Any information submitted by respondents is strictly voluntary. Respondents should properly mark their responses with the appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under the public records law only if properly labeled as such. The Government may choose not to respond to specific questions or comments submitted in response to this RFI notice or information provided as a result of this RFI. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy and future solicitation. If a solicitation is issued, it will be announced separately on sam.gov and all interested parties must respond to that solicitation separately from the response to this RFI. Submission of a response to this notice does not constitute a request to be added to a bidders list or to receive a copy of a solicitation.
