Description
Update 10: ACC AMIC hereby cancels the solicitation for Enterprise Cyber Capabilities (EC2) that was originally issued on Sep 26, 2022, and for which proposals were due on Jan 6, 2023.� As stated in Section L of the solicitation, �The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any reason.�� ACC AMIC gave deliberate consideration to the cancellation of this solicitation and the facts support this cancellation as being in the best interest of the Government.� The interest and investment of industry partners is appreciated. While it is good that the requirement generated significant industry interest with over 250 proposals received, the established acquisition strategy and evaluation methodology were not suitable to result in a manageable number of prime contract awards.� It is in neither the U.S. Air Force�s nor industry�s best interest to award far more prime contracts than the program and its supporting workforce can properly administer and for which sufficient competitive opportunities are projected to provide fair opportunity to a significant number of prime contractors.� While consideration was given to several approaches to amend the solicitation, those solicitation changes would have been considered significant and thus required AMIC to reissue the solicitation and industry to incur additional proposal costs for this requirement.� Analysis is ongoing to determine the best means, be it another solicitation(s) or existing vehicle(s) to fulfill cyber requirements that were originally projected for EC2.� Interested vendors are encouraged to watch SAM.gov for future announcements.� ACC AMIC appreciates the time and interest of industry in pursuing IT and cyber contract requirements in support of the Air Force. Update 9:� The Enterprise Cyber Capabilities (EC2) team is actively conducting source selection and expect to have a comprehensive status update that will be posted here on SAM on approximately 1 Sept 2023 but not later than 15 Sept 2023. Our goal remains to award as soon as possible, however providing a firm/definite estimated completion date would be premature while source selection evaluations are ongoing.� Please refer to SAM.gov for updates as the source selection continues and we will update this post periodically to share timeline updates.� Update 8:� The Enterprise Cyber Capabilities (EC2) team is still actively conducting source selection evaluations with an award date of: TBD. Our goal is to award as soon as possible, however providing a firm/definite estimated completion date would be premature while source selection evaluations are ongoing.� Please refer to SAM.gov for updates as the source selection continues and we will update this post periodically to share timeline updates.� Update 7: Offerors should rely on the confirmation message referred to in Section L, paragraph L.3.2. �Please refer to the guidance in L.3.2 through L.3.3.�� Please do not request additional email confirmations as they will not be provided. �For issues regarding PIEE, please refer to the PIEE resources and help desk.� If you are unable to reach the help desk and cannot otherwise confirm upload of your proposal, offerors may email the contacts listed in L.2.2. to confirm receipt. Please also understand there may be delays in response from the Government. As stated in L.3.3, Offerors must not rely on the Government to assist Offerors in understanding how to use PIEE or transmit proposals within PIEE. Update 6:� Amendment 6 has been issued to provide a corrected response to Solicitation FA877322R0005 Amendment 0005 SF30, Page 4, Fifth Question on the Page.� Refer to�https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=FA877322R0005 Update 5: Amendment 5 has been issued to: 1) Provide additional answers to industry questions and 2) Extend the proposal due date from Monday, 19 December 2022 at 3:00pm CST to Friday, 06 January 2023 at 3:00pm CST.�Refer to the revised solicitation documents including Section L and M.� Sections� L and M provide the authoritative guidance. Update 4: Amendment 4 has been issued to: 1) Issue answers to Industry's questions, 2) Provide an amended solicitation, and 3) Extend the proposal due date to Monday, 19 December 2022.�Refer to the revised solicitation documents including Section L and M.� Sections� L and M provide the authoritative guidance. Update 3: Amendment 3 has been issued to extend the proposal due date to Friday, 16 December 2022. The government's goal is to issue Amendment 4 and provide answers to questions submitted by industry on or before Tuesday, 02 December 2022. Update 2: Amendment 2 has been issued to extend the proposal due date to Friday, 02 December 2022. The government's goal is to issue Amendment 0003 and provide answers to questions submitted by industry on or before Tuesday, 15 November 2022. Update 1: Thank you for submitting your questions. Due to the high volume of questions received the government requires additional time to prepare responses. Your patience is greatly appreciated. The government responses and any amendments will be posted to SAM.gov as soon as completed. The proposal due date will be addressed at that time. The next amendment will change the Amendment 0001 Procurement Instrument Identification (PIID) FA877323R0001 back to the original PIID FA877322R0005. Any documents related to this acquisition should reflect FA877322R0005. The solicitation may be found in PIEE Solicitation Module and SAM.gov under FA877322R0005. Do not submit piecemeal submissions directly to the Contracting Officer in email or PIEE except for completed Past Performance Questionnaires. All documents must be submitted at the same time per the proposal submission instructions in Section L. Original Post The EC2 is a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ), 10-year (five-year base and five-year option period) contract. This effort enables AMIC customers to build, operate, support, defend, extend, and engage in cyberspace, thus ensuring US warfighters maintain the information advantage over our adversaries. Moreover, the impending EC2 vehicle supports and enables the entire cyber framework, including C2, cyber operations, cyber planning, cyber security, cyber analysis, full spectrum testing, TTP development, modeling and simulation, cyber mission essential support, threat assessment support, targeting and analysis support, real time operation and integration activities, software and tool development, vulnerability research, intrusion detection and prevention support, cyber qualification training, and strategic management support. *Visit 'https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=FA877322R0005' to obtain more details.*
