Description

Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Customs and Border Protection (CBP), United States Border Patrol (USBP), Law Enforcement Operations Directorate (LEOD), HQ Intelligence Division and the Strategic Collaboration Group(SCG) intends to award a firm fixed price sole source 6-month base period order (period of performance 09/30/2023 through 03/29/2024) under the authority of FAR 6.302-1 only one responsible source to: Business & Engineering Sys Inc DBA 4DV Analytics 200908 Ashbrook Place Ashburn, Virginia 20147 The North American Industry Classification System (NAICS) code for this requirement is 513210, Software Publishers. The object of this sole source award is to procure specialized 4DV licenses for a project intending to effectively leverage both Large Language Model (LLM) AI and 4DV Insight�s capabilities in an unclassified commercial setting to provide enhanced information awareness, reporting, and automated tip-cue behaviors. 4DV Analytics is the sole source provider of this 4DV integration with AI/LLM/user interface. It is a custom offering that is not offered through resellers and can only be purchased directly from 4DV Analytics. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
