1.�� Agency and the contracting activity, and specific identification of the document: ����� U.S. Department of Housing and Urban Development Office of the Chief Procurement ����� Officer, Headquarters, NOA. Nature and/or description of the action being approved:� Modification to an existing HUD BPA call order, 86615121A00003/86615122F00018 to acquire critical consulting services support by January 1, 2024, as detailed in OMB Memo M-23-15 to establish routines to assess and optimize such changes, monitoring progress and diagnosing issues related to organizational health and organizational performance on an ongoing basis; and, identify a set of indicators, which may be adjusted over time, that each agency identified major operating unit will use for measuring, monitoring, and improving organizational health and organizational performance. � �A description of the supplies or services required to meet the agency's needs (including the estimated value):� Project management to respond to requirements found in OMB Memo M-23-15 Measuring, Monitoring, and Improving Organizational Health and Organizational Performance in the Context of Evolving Agency Work Environments. Building a Version 1 Organizational Health Dashboard to meet requirements of the OMB memo.� Establish Indicators and Rating Methodology for Second Version (v2) of the Organizational Health Dashboard.� This includes sessions with each program office to develop and refine the indicators, methodologies, and thresholds.� Training to transition the dashboard ownership and maintenance to HUD. OMB M-23-15 calls for agencies to complete the following by January 1, 2024: Establish routines to assess and optimize such changes, monitoring progress and diagnosing issues related to organizational health and organizational performance on an ongoing basis; and Identify a set of indicators, which may be adjusted over time, that each agency identified major operating unit1 will use for measuring, monitoring, and improving organizational health and organizational performance. These include indicators that support agency assessment of and decision-making related to current and future work environments. This OMB memo and included requirements are new mandates for HUD.� The timeline to stand up a reporting dashboard and routines is less than four months, i.e., January 1, 2024, thus necessitating additional surge support for SPPD to have the capacity and expertise to meet the deadlines. The estimated value for this modification is $159,025.62. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service.��� This request is for a Justification for limited sources pursuant to the authority of FAR 8.405-6(a)(1)(i)(A), an urgent and compelling need exists, and following the procedures (in FAR 8.405-2) would result in unacceptable delays. �The current contractor has provided services that required extensive knowledge of HUD�s organizational structure, operational relationships between various entities involved in HUD processes, and the vast array of government-wide and HUD-specific performance management routines. �Also, installing new contractors during this time-sensitive point will not only place program execution at risk for significant delays but will also incur significant unnecessary costs to the government as a new contractor needs at least 60 to 120 days of lead time to gain security clearance, learn the work, and re-work all partially completed projects, tasks, and deliverables. �In addition, thrusting new consultants into the process of completing the tasks of which the current contractor has gained critical experience and knowledge of HUD�s complex operations significantly compounds the risks to an unacceptable level and will result in HUD not complying with federal regulations and meeting the January 1, 2024, deadline in OMB Memo M-23-15. �The ability to hit the ground running will be essential to achieve federally mandated regulations and reporting due dates. This acquisition is conducted under the authority of the Multiple-Award Schedule Program. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d). The Contracting Officer will ensure that the contractor proposes rates that were determined to be fair and reasonable under the order. Additionally, the rates under the order are based on the rates that GSA already determined to be fair and reasonable.� A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.� The market research was limited to the current vendor on the HUD BPA because this action is to accommodate the urgent additional work required by January 1, 2024, per OMB Memo M-23-15. Any other facts supporting the justification. None. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. The call order was awarded competitively. � The ordering activity contracting officer�s certification that the justification is accurate and complete to the best of the contracting officer�s knowledge and belief.
