Description

In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Federal Protective Service (FPS) hereby issues this notice of intent to award a sole source procurement. DHS-OPO intends to solicit and award a sole source Purchase Order to V-Armed, Inc., located at 1001 Avenue of the Americas FL 24, New York, NY 10018-5460.� V-Armed, Inc. is the only company that provides the type of services required to support the agency needs and ensure a smooth transition. DHS-OPO intends to procure this requirement in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with FAR Part 13.106-1(b) Soliciting from a single source. This requirement will result in a firm-fixed price Purchase Order. The Federal Protective Service (FPS) has identified a need to procure a Virtual Reality Law Enforcement Training system that specifically develops officers� knowledge, skills, and attitudes concerning the proper use of force and de-escalation techniques. The primary purpose of this Purchase Order is to plan and manage the delivery of Virtual Reality Law Enforcement Training System to provide the proper use of force and de-escalation techniques. The Training System includes optical tracking system (Half Gym, Participants Kits, System Equipment Lab, Installation and Onsite, Software License and Hardware Warranty, On-site Technician, Truss Extension, Scenario Creator and Editor, Environment Design & Space Approximately 10,000 square feet).� The Training System provides a superior training tool that combines off-the-shelf products with proprietary software and hardware that will eventually become the standard.� This law enforcement training enables DHS HQ and its components to work more efficiently in the proper use of force and de-escalation situations.� It provides a robust Total Full Gym service solution for virtual reality training support services to its federal police officers. This is a notice of the intent to award a sole source purchase order. It is published for informational purposes only and not a request for competitive quotations. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated. However, all responsible sources may identify their interest and capability to meet this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
