- SOURCES SOUGHT NOTICE FOR SMALL BUSINESS ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought notice DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. � The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for and perform a Firm Fixed Price Contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is considered a small business under the applicable NAICS codes: (334519) Other Measuring and Controlling Device Manufacturing, (238990) All Other Specialty Trade Contractors and PSC code (6645) Time Measuring Instruments, should submit a response to this notice. The Small Business size standard for NAICS codes (334519), (238990), and PSC code (6645) is $19 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business companies headquartered within a 50-mile radius of Washington, DC. Prior Government contract work is not required for submitting a response under this sources sought notice. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. � General Services Administration (GSA) Public Building Services (PBS), NCR Region 11, is seeking potential sources capable of furnishing all management, labor, materials, equipment, and transportation in support of general construction, as follows: The Restoration and synchronization of all of the 55 non-functioning Executive clocks in the Prettyman Courthouse following the model that was recently implemented for the 5th Floor clocks[M1]�: American Time Master Clock (Master Controller), American Time Simplex Motor Movement Assembly, American Time Motor 110VAC 60HZ 1RPM 4WATT CW Round, American Time Correction Bracket (Simplex), and Americlock Replacement Clock (Custom Made). �Installation of a Master Clock on each floor is needed to operate and control the clocks on each floor.� Replacement of all missing components of the existing clocks to match the original design in profile will be required and need approval for GSA Historic Preservation. � The Government anticipates award of a Firm Fixed Price contract with a total contract performance period of five hundred eighty-two (582) calendar days. The primary location of performance is Washington, D.C. GSA�s estimated price range for this project is between $1,000,000 and $5,000,000. If qualified and interested, per the definition above, please submit a letter (maximum of 5 pages) via email stating the following: Name of your company, address, point of contact with phone number, e-mail address. Your company�s interest in submitting a proposal once solicitation is issued. Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantage Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Women-Owned Small Business, etc. Company�s capability to perform a contract of this magnitude and complexity by including a brief description of at least (3) projects, customer names and phone numbers, timeliness of performance, and dollar values of the projects. Describe your company�s bonding capability. If company is/will be part of a joint venture, state names of joint venture members and their business size(s). Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement, the�firm must qualify as a Small Business in accordance with NAICS codes (334519), (238990) and PSC code (6645) in order to be considered under this Sources Sought Notice. All respondents are reminded that at least�fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting. Responses must be submitted to this office in writing, by email or regular mail by 4:00 PM EST on September 15, 2023. Submit response and information via email to: neville.byers@gsa.gov. In order to find contractors who can actually perform the work, it is important that we describe why the clock restoration is challenging and exactly what we are looking for the contractor to do.
