SPECIAL NOTICE: 36C24923Q0631 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about September 19, 2023 to ScriptPro. The period of performance will be for 5 calendar days after issuance of the notice to proceed. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. This requirement includes the upgrade of the existing software and hardware on the ScriptPro Robotic Prescription Dispensing System throughout the TVHS Nashville and Murfreesboro VA Pharmacy Department. The contractor will provide these products to the Tennessee Valley Healthcare Service at the Nashville VA Medical Center (VAMC) at 1310 24th Ave. South, Nashville, TN 37212. NAICS code: 339112 Surgical and Medical Instrument Manufacturing (SBA Size Standard 1000 Employees) PSC: 6515 Medical and Surgical Instruments, Equipment, and Supplies This acquisition is for the upgrade of a ScriptProA® SP200 robotic, barcode compatible, HL-7 interfaced, cross talk order processing system that is already approved for use within Tennessee Valley Healthcare Service. Upgrade of the ScriptProA 00 , which is manufactured by ScriptPro USA, Inc (ScriptPro), is mandated by the Veterans Affairs Central Office (VACO). The items being upgraded are Hard Drive Retention HCI 1000/Workflow-Security Entitlement: Customer Hard Drive Retention HCI Platform Server-1000/Workflow Platform Server (per server) Endpoint Security Management (per pharmacy)-Endpoint Security Management (per pharmacy) Endpoint Security (per server/client computer- Endpoint Security (per server/client computer) SPCE On-Site Upgrade, Server OS 2019, SQL 2019-Server Upgrade: Windows 2019 Operating System and SQL 2019 Database Upgrade for the SP Central Retail Store, Expanded, or Enterprise Server (includes both primary and secondary servers) BUP/PSP Factory Upgrade, Gen 8e+, Server OS 2019,SQL 2019-Server Upgrade: Windows 2019 Operating System, SQL 2019 Database, and Generation 8e+ Computer Hardware Factory Upgrade for the Backup, or Pharmacy Services Portal Server and Purchase & Installation. Included with such mandated upgrades are the system s software platform, in addition to increasing the stability of the operational hardware at TVHS. Both elements require programing updates and hardware refresh to re­obtain full compliance of patient safety and operational security standards. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within two calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. The rationale basis for the sole source acquisition is that ASPD is the only responsible source that can provide maintenance support and original equipment manufacturer (OEM) parts for designated government-owned ASPD sterilization systems. This acquisition is anticipated to take place on or about September 19, 2023. The period of performance will be for 5 days from contract award. The letter from the manufacture shall state that the contractor is an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The maintenance shall be provided by original equipment manufacturer (OEM)-certified technicians and shall use only OEM-approved replacement parts and proprietary software. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
