Description
This is a Request for Information only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Reponses to this Sources Sought Notice must be in writing to Contracting Officer Daniel Zielinski, daniel.zielinski@va.gov, no later than 10/03/2023 at 12:00pm EST. Telephone inquiries shall not be accepted. General The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 2, as defined below, intends to award a Requirements Contract with Firm-Fixed-Price line items to a qualified firm with the capability and capacity for classifying, segregating, bulking, packaging, labeling, storing, transporting, treating, and disposing of hazardous waste, as well as emergency hazardous spill response. The contractor shall be able to meet, but not limited to, the below qualifications: The primary contractor and any subcontractors shall possess the necessary technical expertise and resources required by all applicable federal, state and local regulations including but not limited to: 29 Code of Federal Regulations 29 CFR 1910.120, 40 CFR Protection of Environment. The contractor must employ a minimum of (1) qualified Hazardous Waste Specialist with 49 CFR Part 172 Subpart H training certification who shall be on site at all VA facilities when field work is being conducted. Appropriate handling of waste is essential for the safety of Government and contractor employees as well as cost containment. A Hazardous Waste Specialist with a Certified Hazardous Materials Manager (CHMM) credential or its equal is required for administrative oversite, quality assurance and quality control for this contract. This requirement shall be performed at VISN 2 network locations below: Syracuse VA Medical Center 800 Irving Avenue Syracuse, NY 13210-2716 Rome Outpatient Clinic (Conditional exempt facility with limited hazardous waste pick-ups.) Griffiss Business Park 125 Brookley Road, Bldg. #510 Rome, NY 13441-4301 Canandaigua VA Medical Center 400 Fort Hill Ave Canandaigua NY 14424-1159 Rochester Outpatient Clinic (Conditional exempt facility with limited hazardous waste pick-ups.) 465 Westfall Road. Rochester, NY 14620 Samuel S.
