Page 1 of 1 SOLICITATION NOTICE RFQ 36C77623Q0497 VHA Institute for Learning, Education and Development (ILEAD) Salt Lake City (SLC) Quantum Linear Tape-Open (LTO) 8 Library Requirement September 2023 The Department of Veterans Affairs (DVA) requires the Quantum Name Brand specific products as identified in the Product Description of the Request for Quote (RFQ). These products will need to be delivered to the location identified in Salt Lake City Utah. The Required Products are required to be delivered within 180 days from date of award. This notice serves as the synopsis of the contract action in accordance with Federal Acquisition Regulation (FAR) 5.102(a)(6), FAR 5.201, FAR 13.105, and FAR 13.106-1(b). The solicitation will be issued as Request for Quotes (RFQ) Service-Disabled Veteran Owned Small Business Set Aside. (SDVOSB SA). Quotes received with be evaluated using Lowest Price Technically Acceptable (LPTA) evaluation methods. The Government suggests providing your best quote initially as discussions are not planned for this requirement. All offers must be submitted to the attention of the Contracting Specialist identified and listed on the Standard form 1449, section 31b and to the address identified on the Standard form 1449, section 16 up to and due No Later Than 13:00 EDT on September 18th, 2023. End of Document DEPARTMENT OF VETERANS AFFAIRS Brand Name Justification for Award IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:_36C776-23-AP-1950 Contracting Activity: Department of Veterans Affairs, Program Contracting Activity Central (PCAC) 1 Jefferson Barracks Dr., Bldg. 56 St. Louis, MO 63125 Purchase Request (i.e. 2237) Number: 131-23-4-4292-0046 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Department of Veterans Affairs (VA) Institute for Learning, Education and Development (ILEAD) - Production and Delivery (PD) St. Louis, MO media facility has a Quantum Linear Tape-Open (LTO) 8 library that it used for all media content archiving. Most of the media archive content comes from the Avid media asset management (MAM) and the Marquis Project Parking systems. ILEAD has a second media facility in Salt Lake UT. This media facility also has Avid MAM and Marquis Project Parking systems. The current XenData LTO 6 library is end of life and no longer supported. ILEAD needs to refresh the LTO library in Salt Lake City to the current industry standard LTO 8. ILEAD has a requirement to have an enterprise federated integration between St. Louis and Salt Lake City for the LTO 8 libraries. This will allow the B tape for offsite disaster recovery to be sent to St. Louis to be archived there. This integration will require both systems to be Quantum LTO 8 libraries, so the two hierarchical storage management (HSM) servers can reconcile where are current tapes are located i.e., the B tapes sent to St. Louis. The market research cost of this upgrade will be $95,000.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: With the requirement for the enterprise federated integration between the two LTO 8 libraries HSM servers in Salt Lake City and St. Louis, the vendor for the Salt Lake City LTO 8 library will have to be Quantum, as it is a proprietary software on the HSM servers to implement an enterprise federated integration between the existing St. Louis Quantum LTO 8 library and the new LTO 8 library in Salt Lake City because The Quantum Xcellis software is proprietary. To integrate SLC and STL on a enterprise federated workflow with disaster recovery A/B tape archiving using Quantum vaulting both sites will have to be using Quantum Xcellis. This would be the only feasible, budget friendly way. The Government could have a 3rd party vendor write special coded software using API etc. to achieve the same thing. But this would take a long time to produce and integrate with no guarantees that it would work. Also, Quantum would have to allow third party API integration as well. Being that this is proprietary software, vendors are very reluctant to allow third party access to their software. There would also be no guarantee of full, reliable functionality or who would assume responsibility when there were issues or how much that would cost. Special one- off integrations like this are very costly with high risk to the government on fully operability and sustainability to achieve an enterprise federated integration. The current XenData LTO 6 library in Salt Lake City is at end of life for its software and hardware. LTO 6 is no longer sold by any vendor, so this requires the current LTO library to be replaced by the current version being sold in the marketplace LTO 8. Description of market research conducted and results or statement why it was not conducted: On June 5, 2023, SB Chesapeake Systems provided information on Quantum Xcellis but this business could not be verified in VetBiz. On June 20, 2023, a RFI # 275490 was posted on NASA-SEWP to 36 Service-Disabled Veteran Owned Small Business (SDVOSB s) with a due date of June 26, 2023. Alvarez is the only SDVOSB to respond to the NASA-SEWP RFI. On June 28, 2023, a search on VetBiz revealed 2,437 SDVSOB s under NAICS 541519. On August 8, 2023, a RFI was emailed to 79 GSA SDVSOBs with a due date of August 14, 2023. Alvarez IT, JLWs Enterprises, and Inspired Solutions are the 3 SDVSOBs to respond to the GSA RFI. Based on the market research conducted, there are indeed more then 2 SDVOSB vendors that are capable of providing the required Quantum LTO 8 library products that ILEAD needs to satisfy this requirement and be solicited as a SDVOSB set-aside.
