- The United States Air Force (USAF) has a sole source requirement to procure repairs for Aviano PMEL's humidity generator (CGS-240) from RH Systems is the authorized manufacturer of the CGS-240 and the only business capable of performing the required repairs without voiding any of the remaining warranties on this unit. The CGS-240 is the humidity generator replacement at every active Precision Measurement Equipment Laboratory across the Air Force. The required repairs are; replacement of refrigeration assembly and hoses/tubes, replacement of saturator box assembly and hoses/tubes, cleaning of chamber, chamber doors, and chassis.� In accordance with FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). � The CGS-240 is the humidity generator at every active Precision Measurement Equipment Laboratory (PMEL) across the Air Force. The generator was procured in 2019, and is currently in the final option year of its warranty. It is the sole standard for all humidity measurements in accordance with Air Force Metrology and Calibration Program instructions. This standard is required for the calibration of PMEL's environmental monitoring data system used to track the Environmental Control System's efficiency as directed in T.O. 00-20-14, Air Force Metrology and Calibration Program. If these systems cannot be calibrated and capability is lost to track Aviano AB lab environment, operations will not be able to perform any calibrations for the aircraft, causing second and third order effects across USAFE and AFRICOM areas of responsibility. � Upon being sent back for what appeared to be warranty repairs, RH Systems identified user fault errors which caused further delays. In order to keep this generator under warranty, the government must utilize RH Systems to repair these user fault errors for an additional cost outside of the warrant scope. RH Systems is the sole authorized manufacturer of the CGS-240, and therefore the only business capable of performing the necessary repairs.�
