IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The National Park Service (NPS), Northern Rockies MABO Contracting Office seeks to determine the availability and capability of potential SMALL BUSINESSES, CERTIFIED 8(a) SMALL BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS, and/or WOMAN-OWNED SMALL BUSINESSES for the project below. The Government anticipates a competitive method of procurement. The information received as a result of this market research will be considered solely for the purpose of determining whether to conduct a competitive procurement under one of SBA's socioeconomic business programs. The NPS does not intend to pay for any information provided under this notice. Solicitation No.: 140P1423R0033 Project Name: Rehabilitate Ft. Smith Administrative Building, Bighorn Canyon National Recreation Area (BICA), Big Horn County, MT, U.S.A. / 5 Avenue B. Fort Smith, MT. 59035. Latitude 45.311939�, Longitude: -107.936769� Estimated Magnitude: Between $1,000,000 and $5,000,000 Estimated Period of Performance: 1 March 2024 - 30 September 2026 Project Description: The National Park Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for rehabilitation of an administration building. This project renovates the NPS Administration Building in Fort Smith, Montana to address component renewal and cyclic maintenance issues, bring the building into compliance with accessibility code and federal energy efficiency regulations, and create a modern workplace that can be shared by NPS and the U.S. Bureau of Reclamation (BOR or USBR) staff. Built in 1961 to house support offices during construction of the Yellowtail Dam, this 8,100 square foot two-story building currently serves as offices for both BOR administration of the Yellowtail Dam and NPS administrative, maintenance, and law enforcement personnel assigned to the north district of Bighorn Canyon National Recreation Area, an NPS unit covering over 120,000 acres in two states. Building Renovation work will include two small additions of arctic entries, a vertical platform lift, replacing the building envelope including insulation, cladding, and windows, building interior remodel of the restroom, stair, kitchenette, and conference areas, associated mechanical, electrical, plumbing and security upgrades. Site upgrades include a new entry ramp, mechanical yard, and monument sign. Instructions for Interested Parties, Capabilities: If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided for your company and any major proposed subcontractor. You must also provide a letter from your bonding company verifying your bonding levels. Include your firm's name, UEI Number, CAGE Code and identification/certification of business size and socioeconomic group in submissions responding to this notice. Responses shall be submitted by email only to the following email address: colton_nelson@nps.gov. Capability statement responses are to be received no later than 13:00 PM MD on MONDAY, SEPTEMBER 25, 2023. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
