Description

NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 4, 1010 Delafield Road, Pittsburgh, PA 15215, intends to award a sole source Firm-Fixed-Price Contract to Wexler Surgical, Inc. for the provision of the delivering Mitral Valve Repair instruments, located on site at the VA Pittsburgh Healthcare System, University Drive Campus, University Drive C, Pittsburgh, PA 15240-1003. These sets are designed to be used together and when one instrument is out of service the whole set can be rendered useless until a replacement can be located. As per VA standards we require a primary and a backup set of specialty tools such as these. The thought behind this is if one tool fails or is dropped there is a backup immediately available as the MVR procedures are highly delicate procedures. The equipment components that shall be delivered for this system are as follows: 1) MIS Needle Holder - Curved jaws w/TC Inserts, w/Lock, 5mm Shaft, 10'' (25cm) Working Length, Round Squeeze Handle, Stainless Steel, 14'' (35.5cm) (4 each); 2) MIS DeBakey Forceps - Straight 2x3 DeBakey tips, 5mm Shaft, 10'' (25cm) Working Length, Round Squeeze Handle, Stainless Steel, 14'' (35.5cm) (2 each); 3) MIS Scissors - 30° Strongly Curved Heavy Blades, 7mm Shaft, 10'' (25cm) Working Length, Round Squeeze Handle, Stainless Steel, 14'' (35.5cm) (2 each); 4) Thoracoscopic Knot Tier/Pusher - 5mm Shaft, W/Lock 9.25'' (23.5cm) Working Length, Round Squeeze Handle, Stainless Steel, 14'' (35.5cm) (2 each); 5) MIS Russian Forceps Curved Left Oval Serrated tips, 5mm Shaft, 10'' (25cm) Working Length, Round Squeeze Handle, Stainless Steel, 14'' (35.5cm) (2 each); 6) Vessel Hook - Round Handle, Stainless Steel, 13.75'' (35cm) (2 each); 7) MIS Right Angle Dissector DeBakey/Cooley serrated jaws, 5mm Shaft, 10'' (25cm) Working Length, w/Lock, Round Squeeze Handle, Stainless Steel, 14'' (35.5cm)(2 each); and 8) MIS Double Angled Dissector Double Angled DeBakey Atraumatic 34mm jaws, 5mm Shaft, 10'' (25cm) Working Length, w/Lock, Round Squeeze Handle, Stainless Steel, 14''(35.5cm) (2 each). This contract action is for supplies for which the Government intends to solicit from a single source under the procedures in FAR 13.106-1(b) used in accordance with 48 CFR 13.106-1. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The North American Industry Classification System (NAICS) for this requirement is 339112 with a small business size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 4:30 P.M., EST, on Wednesday, September 13, 2023, in order to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
