- Description
- The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity to provide General Construction Services for the Capital Security Program at the Theodore Levin U.S. Courthouse located at 231 W. Lafayette Boulevard in Detroit, Michigan. The General Construction Contractor (GC) will be solicited for full and open competition, competitively chosen using source selection (FAR 15.3) procedures. The objective of the source selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors will be more important than price (FAR 15.101-1, Trade Offs). The technical factors will include Experience in providing General Construction Services on similar projects, Past Performance in providing General Construction Services on similar projects, and Qualifications and Experience of Key Personnel. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The estimated total construction costs for the project falls within the approximate range of $5,000,000.00 to $10,000,000.00. The award of the contract is anticipated to be made, approximately, in November 2023. The Notice to Proceed for Construction is anticipated to be issued in January 2024, with a performance period of 450 calendar days. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45 Million. Project Scope: GSA intends to award a firm fixed-price construction contract for the Capital Security Program at the Theodore Levin U.S. Courthouse in Detroit, Michigan. The scope of the project shall be focused on the main entrances and detainee movement areas of the courthouse, including a new vehicle sally port in the basement as well as potential options for an additional overhead door and additional prisoner movement elevators to provide secured access to courtrooms on the 1st and 2nd floors. The work shall generally include architectural, mechanical, electrical, plumbing, elevator, and fire protection systems. The building, including areas directly adjacent to the construction zones, shall remain open and fully operational during the project. The GC selected must provide all management, supervision, labor, materials, supplies, and equipment, and must plan, schedule, coordinate, and assure effective performance of all final construction to meet GSA and client agency requirements. The GC will perform the construction in accordance with the specifications, drawings, and the provisions and terms and conditions of the contract. Small Business Participation: This procurement is unrestricted and is therefore open to both large and small business concerns. Although this procurement is open to large businesses, small businesses are encouraged to participate. In the event a large business (small businesses are not subject to this requirement) is the awardee, an acceptable subcontracting plan must be reviewed and approved by SBA prior to award of this contract. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, small woman-owned, small HUBZone and small veteran-owned business concerns. Joint Ventures: Joint venture or firm/ consultant arrangements will be considered and must submit an acceptable joint venture agreement. The offers are due on 9/14/2023. Interested firms will be responsible for downloading the solicitation package from https://www.sam.gov, and for monitoring for possible amendments and/or additional information. A pre-proposal conference and site-visit will be held on Wednesday, August 23, 2023 at 8:00 AM CDT. A pre-proposal registration form will be included in the solicitation, and anyone interested in attending the pre-proposal conference and site visit shall submit a completed form. Please note, the number of people attending will be limited to four individuals per company/team. We consider attendance at this conference vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers.
