Description
QUESTIONS AND ANSWERS 36C24623Q1183 Breaker Tester Q3. Will the VA be providing test power? A3. Shutting down the main busses will cause the hospital to revert to emergency power, which there is not enough excess power in each vault for testing, therefore contractor should plan on providing a 480 generator for testing. ____________________________________________________________________________ Q4. Is the VA going to be responsible for isolation of the switchboard? Vaults 3, 4 ,5 are rated above 80 Cal Arc flash hazard, no PPE exist for this Cal range. A4. Yes, VA Electrical Shop will switch and lock out Switch Gear. ____________________________________________________________________________ Q5. Does the VA want the backs of the switchboard cleaned? A5. Yes, the VA wants the switchboard cleaned, but in the event we are unable to have a complete shutdown (emergency surgery etc.) the cleaning of the bus is not feasible. ____________________________________________________________________________ Q6. IR scan is not possible with covers in place and covers cannot be removed while energized due to 80cal plus Arc Flash Hazard. How should this be accomplished? A6. IR scans will only be required in areas that do not exceed 60 Cal PPE protection limit. ____________________________________________________________________________ Q7. Requirement H states that we should have replacement parts on hand. Normally this requirement is for the molded case units that are not being tested. Do we need to have replacement parts for the breakers that are being tested? A7. The original SOW included molded case breakers; the spare parts were only intended for those breakers. It is not feasible to have spare parts on hand for failed breakers because of the size and type of breakers in this testing scenario. ____________________________________________________________________________ Q8. Will all work be done on weekends or are night hours available? A8. Please see Solicitation B.4, 1. Work Hours or Hours Of Operation for answer ____________________________________________________________________________ Q9. Busses are 80 Cal or more and will need to be shutdown to be tested. Is that acceptable? A9. The hospital s goal will be to keep as much power on as possible, therefore the best plan would be to rack out one breaker at a time for testing. If there are unforeseen circumstances or if racking out the breakers are determined to expose contractor or employees to hazards above the 60 Cal threshold, then there will have to be a shutdown to perform testing. ____________________________________________________________________________ Q10.
