Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-23-AP-8298 Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Greater Los Angeles VA Healthcare System; West Los Angeles VA Medical Center, Sepulveda VA Ambulatory Care Center. 2237# 691-23-4-5091-0259 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Greater Los Angeles VA Healthcare System requires boiler operators for a period of thirty (30) days, to prevent a lapse of service coverage resulting in the potential shutdown of the West Los Angeles VA Medical Center and Sepulveda VA Ambulatory Care Center. The estimated amount of this requirement is Not To Exceed (NTE): $53,702.40. Description of market research conducted and results or statement why it was not conducted: Market research was conducted utilizing the querying of SBA s Veteran Small Business Certification (VetCert). Results from SBA s VetCert found 2,325 registered SDVOSB and VOSB s national database. Sanford Federal, Inc. was identified as a registered SDVOSB. Market research of previous procurements were reviewed via the Government-Wide database FPDS.gov. Four contracts were found to be awarded by Network Contracting Office 22 for Temporary Boiler Operators . Based on the circumstances of a potential shutdown of multiple facilities, this requirement has been classified as an emergency procurement. The Contracting Officer provided verbal authorization to proceed on 08/24/2023 to prevent a lapse of service coverage. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
