- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT�AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Federal Bureau of Prisons (BOP), Technology Procurement Section (TPS), intends to award a Firm-Fixed-Price support and maintenance services contract for RadPRO SecurPASS Full Body Security Screening Systems in accordance with the requirements prescribed in Federal Acquisitions Regulations (FAR) 13.501(a) � Sole source acquisitions, for the acquisitions of commercial products and commercial services conducted pursuant to FAR Subpart 13.5. Only one source is available to meet the Government�s needs: � CANON U.S.A., INC. � 1 Canon Park � Melville, New York 11747-3036 The North American Industry Classification System (NAICS) code for this requirement is 541519 � Other Computer Related Services; the business size standard is $34,000,000. The Product Service Code (PSC) is 7A21� IT and Telecom - Business Application Software (Perpetual License Software). The objective of this sole source award is to procure non-personal services to perform support and maintenance services for existing RadPRO SecurPASS Full Body Security Screening System contraband detection systems. This system is a full body security screening system that, through the use of low-dose X-ray imaging, identifies and prevents inmates from carrying illegal substances and weapons, either externally or internally, into the facilities. SecurPASS also profiles and tracks each inmate�s exposure to the X-rays to ensure compliance with the American National Standards Institute�s (ANSI) regulations. The anticipated period of performance is for one year (10/01/2023 � 09/30/2024). The work shall be performed at 67 existing Federal Prison locations throughout the United States. RadPRO SecurPASS is a registered trademark of Virtual Imaging Inc., a Canon U.S.A., Inc. (Canon) company, who owns the proprietary rights to the Full Body Security Screening Systems and is the only source that can perform support and maintenance to the system due to the proprietary nature of the equipment. The Bureau received written notice from Canon that they will no longer utilize any subcontracting arrangements for authorized third-party service providers, and that these support services must be obtained directly through the original equipment manufacturer, Canon, as the sole source provider. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS Sources interested in responding to this notice are required to submit a capability statement with sufficient details and convincing evidence that clearly demonstrates the capability to provide the required services for RadPRO SecurPASS Full Body Security Screening Systems, to include a valid certification to provide these services approved by Canon U.S.A., Inc. All information submitted shall be furnished at no cost or obligation to the Government. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Submission of information does not guarantee that this requirement will become a competitive procurement. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the government.
