Description

Special Notice Ozone and NOx/NO/NO2 Sole Source Notification This Special notice is to publish the Justification for Other Than Full and Open Competition for the purchase of Ozone Monitors (FEM) and NOx/NO/NO2 Monitors for R5 Regional Air Quality Program. Synopsis: USDA Forest Service Procurement & Property Service CSA #2 intends to award a sole source procurement to purchase five Ozone Monitors and two NOx/NO/NO2 Monitors to Ludlum Measurements, Inc. The monitors are to measure ozone concentrations and has customizable sensors, one required sensor option is CO. Also, purchase 2 NOx/NO/NO2 monitor to direct measure absorbance of NO2 and total reactive oxides of nitrogen for the USFS R5 Regional Air Quality Program in support of FS smoke monitoring. The ozone monitors will be designed to following specifications: The new monitor will measure as a FEM ozone monitor. Capable of fulfilling our data requirements and consistency to the public and our partner agencies (EPA, NPS, CARB, local air districts, and other public health officials). Have capability of adding other sensors. One required sensor is CO. Be in a rugged outdoor enclosure with the capability to be attached to the crossarm of an Environment Beta Attenuation Monitor (EBAM). Please see manual for E-BAM-9805-Rev-G page 12. Has capability of connecting to an Oceaneering Inc., communications box. ��The NOx/NO/NO2 monitors will be designed to the following specifications: The new monitor will measure as a FEM monitor designated by the EPA. Capable of fulfilling our data requirements and consistency to the public and our partner agencies (EPA, NPS, CARB, local air districts, and other public health officials). Direct measurement of atmospheric nitrogen oxide, nitric oxide, and total reactive oxides of nitrogen. The monitors will need to fit existing ETKO shelters. The NAICS code is 334519. The Government intends to award as a sole source procurement under the authority of FAR part 6.302-1 (Only One Responsible Source) and FAR part 6.302-3 (Engineering, developmental, or research capability or expert services). This notice of intent is not a request for competitive quotes. Interested parties may contact the Contracting Officer listed below by September 10, 2023, at 1:00 PM PT. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. System for Award Management (SAM): Rule requires a firm to be registered in the SAM registration database (SAM), prior to award of any contract. Firms must register on an on-time basis, and annually confirm accuracy and completeness of registration information. To register in SAM go to: https://www.sam.gov/portal/public/SAM/.
