Description
This is a Request for Information (RFI) regarding a requirement to provide acquisition support services consisting of all aspects of the Financial Assistance process from pre-federal award requirements to post-federal award requirements in accordance with 2 Code of Federal Regulations (CFR) 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; 2 CFR 1402 Financial Assistance Interior Regulation, Supplementing the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; and applicable regulations and policies. It is anticipated that all financial assistance acquisition support services will be remote and not require a presence or travel to Herndon, VA. The Acquisition Services Directorate (AQD) is seeking financial assistance acquisition support services to assist with AQD's customer service delivery requirements. As a leading federal acquisition shared service provider, it is critical to source highly qualified financial assistance acquisition support resources for AQDs diversified customer base and accommodate surges in customer requirements. The subject requirement is being issued by the Department of the Interior (DOI), Interior Business Center (IBC), AQD as the contracting authority on behalf of the DOI. The Government anticipates making one or more awards, with a one-year base period and two one-year options, from approximately 12/1/2023 through 11/30/2026. RFI OBJECTIVE The purpose of this RFI is to gather comments and overall feedback on the scope of work from interested parties as part of market research. The RFI is part of the acquisition planning and market research phase for this acquisition. The input received from this RFI will be considered in preparing the official acquisition package. The RFI is for information and planning purposes only. It is not a commitment by the Government and does not constitute a solicitation. Responses to this notice are not and cannot be accepted by the Government to form a binding contract. A request for proposals is not a part of this RFI and a task order/contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. SCOPE OF WORK AQD is seeking entities interested in providing highly qualified financial assistance acquisition support resources to perform acquisition support services, including pre-federal award activities, administration, post-federal award activities, policy development, analysis, and advisement to support the total lifecycle of financial assistance awards. The Contractor shall be proficient in Microsoft Office applications and extremely organized. Additional consideration may be given if experienced in Grants.gov, GrantSolutions, System for Award Management and the Federal Audit Clearinghouse (FAC). The Contractor shall provide up to six (6) full-time equivalents (FTE) with an option for two additional FTEs for financial assistance acquisition support and ensuring enough qualified resources are available for continued acquisition support within the following labor categories: Junior Grants Management Specialist, Mid-level Grants Management Specialist, and Senior Grants Management Specialist. The Contractor shall employ qualified candidates, ensure each employee completes the requirements to acquire Personal Identity Verification (PIV) cards, complete all training and processes required to achieve network access, identify internal procedures for troubleshooting Information Technology (IT) issues, and comply with all onboarding requirements and train its staff. Government furnished computers will be provided. The Contractor is responsible for conducting business on a flexible schedule and must ensure availability during the core hours of 0900 � 1100 and 1300 � 1500 ET on weekdays except on Federal holidays to interface with Government staff. The Contractor resources are expected to accomplish 40 hours per week during normal business hours and the core hours are provided to accommodate different time zones The contracted resources will work in concert with Government employees on multiple teams and will support tasks as assigned. The expected non-personal services labor category qualifications: Junior Grants Management Specialist, 2 FTEs, 40hrs per week Experience Requirements Experience Requirements: three (3) years minimum Substitutions Authorized: Combination of education in a related field and two (2) years of relevant experience. Description of Duties: A minimum of three (3) years of experience in financial assistance management is required to aid and assist in all phases of the financial assistance management process. The Contractor personnel shall have familiarity and working knowledge of: Laws, regulations, rules, policies, procedures, and methods governing the administration of federal financial assistance awards; Financial assistance management processes and techniques consistent with sound business and industry practices; and Financial methods, procedures, and practices to assess the financial stability of recipient of financial assistance awards. The Contractor's experience shall demonstrate the ability to: Perform typical duties under close supervision per instructions and pre-established guidelines; Assist in solving noncomplex financial assistance accounting and financial problems. Research and compile statistics and data, as required; Support the appropriate use of funds; Create, monitor, and maintain audit files for program compliance; Document, record, and administer related performance per the regulations and requirements; Demonstrate experience performing administrative business, policy, and analytical work as required; Prepare concise, unambiguous documents using Microsoft Office, SharePoint, and Adobe for various documents to include Memorandums for Record (MFR), and Memorandums of Understanding (MOU) to support the entire lifecycle for financial assistance awards; and Be proficient in oral and written communication and customer service skills to build relationships with a wide range of internal and external clients and stakeholders. Mid-Level Grants Management Specialist, 2 FTEs, 40hrs per week Experience Requirements Experience Requirements: five (5) years minimum Substitutions Authorized: Combination of education in a related field and four (4) years of relevant experience Description of Duties: A minimum of five (5) years of experience in financial assistance management is required to aid and assist in all phases of the financial management process. The Contractor shall have comprehensive knowledge of: Laws, regulations, rules, policies, procedures, and methods governing the administration of financial assistance awards; Financial assistance management processes and techniques consistent with sound business and industry practices; Financial methods, procedures, and practices to assess the financial stability of recipient of financial assistance awards; and Performing administrative business, policy, and analytical work. Experience shall demonstrate the ability to: Perform typical duties under close supervision per instructions and preestablished guidelines; Assist in solving complex financial assistance accounting and financial problems; Research, compile statistics, and present data to authorized government personnel; Prepare concise, unambiguous documents using Microsoft Office, SharePoint, and Adobe for MFRs, MOUs, and various documents to support the entire lifecycle for financial assistance awards; Support price analysis, negotiation, and the appropriate use of funds; Participate in negotiations concerning complex financial assistance awards; Provide financial assistance and guidance on grants and cooperative agreements; Review grant applications for compliance with appropriate regulations; Prepares grant and cooperative agreement awards and amendments for authorized government personnel signature in compliance with appropriate regulations; Documents, records, and administers related performance per the regulations and requirements; Rely on experience and judgment to plan and accomplish goals, execute first-line responsibilities for projects or functions, and perform various complex tasks with substantial creativity and latitude under general supervision; Possess strong oral and written communication and customer service skills to build relationships with a wide range of internal and external clients and stakeholders. Execute final review of completed awards and process close-out documents. Senior Grants Management Specialist, 2 FTEs, 40hrs per week Experience Requirements Experience Requirements: eight (8) years minimum Substitutions Authorized: Combination of education in a related and six (6) years of relevant experience Description of Duties: A minimum of eight (8) years of experience in financial assistance management is required to aid and assist in all phases of the financial assistance management process. The Contractor shall have experience and comprehensive knowledge of: Laws, regulations, rules, policies, procedures, and methods governing the administration of federal financial assistance awards; Management processes and techniques consistent with sound business and industry practices; Financial methods, procedures, and practices to assess the financial stability of recipient of federal financial assistance awards; and Performing administrative business, policy, and analytical work is required. Proven experience shall demonstrate the ability to: Perform typical duties independently, per instructions and preestablished guidelines; Assist and provide sound recommendations in solving complex financial assistance accounting and financial problems; Provide thorough analysis from extensive research and compilation of statistics to authorized government personnel, as required; Assist and provide guidance to Junior and Mid-Level Grants Management Specialists in preparing concise, unambiguous documents using Microsoft Office, SharePoint, and Adobe for MFRs, MOUs, and various documents to support the entire lifecycle for financial assistance awards; Proficiently and effectively distribute and manage a high volume of workload; and Possess strong oral and written communication and customer service skills to build relationships with a wide range of internal and external clients and stakeholders. Execute final review of completed awards and process closeout documents. Proven experience shall demonstrate the ability to: Validate Junior and Mid-Level Grants Management Specialists are maintaining audit files per regulations for program compliance; Provide expert assistance in conducting price analysis and negotiation and the appropriate use of funds; Participate in negotiations concerning complex financial assistance awards; Provide financial assistance and guidance on grants and cooperative agreements; Review grant applications for compliance with appropriate regulations; Prepare grant and cooperative agreement awards and amendments for authorized government personnel signature in compliance with appropriate regulations; Document, record, and administer related performance per the regulations and requirements; and Rely on expert experience and judgment to plan and accomplish goals, execute first-line responsibilities for projects or functions, and perform various complex tasks with exceptional creativity and latitude. All interested parties shall include the following in their responses not to exceed five (5) single-sided pages, using Arial font size 12. 1. Confirm business size and socio-economic status under NAICS code 541611 Administrative Management and General Management Consulting Services with a small business size standard of $24.5M. Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 2. Provide a capabilities statement describing your company's current structure and capabilities to manage performance and company resources per the above scope of work. The objective of this RFI is to obtain information about the following topic areas to help determine the best contract type: CAPABILITIES 1. How many existing resources do you have to support this requirement? 2. For the existing resources you have, please provide a high-level overview of their experience, or for your convenience attach their resume. It is preferred this information be submitted without names. 3. If you answered less than six (6) to the first question, how much time would it take to have six (6) highly qualified applicants ready to proceed through the security process? 4. Are you currently providing financial assistance acquisition support to Federal Agencies? If so, please provide the name of each agency and the length of time you have provided the acquisition support. 5. Provide the average number of calendar days it would take to backfill a position that was vacated during a contract. 6. Provide comments, or identify any concerns, your company has regarding the planned solicitation. Note that the Government will not be responding to queries about the proposed solicitation at this time. Your responses and comments will be used by Government personnel to assess the viability and scope of the proposed solicitation and will be kept in strictest confidence.
